Resolution to Approve a Purchase Order with Parkson Corporation for Bar Screen Replacement Parts and On-site Repair Services at the Wastewater Treatment Plant ($37,374.00)

Your approval is requested to authorize a Purchase Order with Parkson Corporation in the amount of $37,374.00 to provide replacement parts and on-site repair services for the Lynx Grabber Automatic Bar Screen system at the City’s Wastewater Treatment Plant (WWTP).
The bar screen system removes debris and rags from the incoming sewage that could cause damage to downstream equipment or problems with the processing and land application of biosolids. In addition, these problems could cause the WWTP to violate its National Pollutant Discharge Elimination System discharge permit and subject the City to fines of up to $25,000.00 per day per violation. The Lynx unit is one of three bar screen systems used at the WWTP and was installed nearly 30 years ago. Due to wear and age, the current condition of the Lynx bar screen makes it unreliable for use. Parkson Corporation is the sole source from which system components for this bar screen can be purchased.
Parkson Corporation complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.
Funds to finance this purchase are included in the approved FY18 WWTP Operation and Maintenance budget for the Sewage Disposal System.

Whereas, The Wastewater Treatment Plant (WWTP) uses a Lynx Grabber Automatic Bar Screen system manufactured by Parkson Corporation;
Whereas, The automatic bar screen system enables the WWTP to protect downstream equipment and ensure National Pollutant Discharge Elimination permit compliance;
Whereas, The current condition of the Lynx bar screen makes it unreliable for use and replacement of worn out parts is needed to enable proper bar screen system function;
Whereas, Funds for this purchase are available in the FY18 WWTP Operation and Maintenance Budget of the Sewage Disposal System;
Whereas, Parkson Corporation is the sole source of appropriate replacement parts for the automatic bar screen system; and
Whereas, Parkson Corporation complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.
RESOLVED, That Council approve a sole source purchase order to Parkson Corporation in the amount of #37,374.00 fro replacement parts of the WWTP's Lynx Grabber Automatic Bar Screen system; and
RESOLVED, That the City Administrator or designee be authorized to take the necessary administrative actions to implement his resolution.
