Memorandum

The University of Michigan Bicentennial Office has submitted an application for the closure of Washington between Thayer and Fletcher from 6:00 AM on Wednesday, October 25, 2017 until Sunday at 12:00 PM for “HAILstorm!”.  The Third Century Expo occurs on Friday, October 27, 2017 and requires the closure of North University between Thayer and Fletcher for October 27th only from 10:00 A.M. until 10:00 P.M. 

 

“HAILstorm” is a 3D project light show that will be projected on the façade of the Rackham Building.  Each show will last approximately ten minutes.  The proposed plan calls for the show to be presented four times on Friday evening and will be accompanied by amplified sound.

 

The Third Century Expo & HAILstorm! will be U-M's bicentennial finale, blanketing the heart of Central Campus during the UMich200 Fall Festival.  The Expo will be a public fair of cutting-edge projects and initiatives that demonstrate how the University is making a positive impact on society, both locally and globally. The Expo will spread from the Diag north to North University Avenue and Ingalls Mall. There will be exhibits, live performances, pop-up art and music, and displays of new technologies. Lobbies in surrounding buildings may also serve as display or performance spaces. Pavilions and tents filled with interactive exhibits will be representative of schools, colleges and organizations from the Ann Arbor, Flint and Dearborn campuses.  The University hopes to engage alumni, current students, staff, faculty and the Ann Arbor community in a fun and lively atmosphere that celebrates the positive impact the University has had and will continue to have on the future.

 

Because the University expects large crowds throughout the evening, and after dark, for the safety of guests visiting the exhibits along the Diag and Ingalls Mall, and then later viewing the light show on the front of Rackham we are requesting a street closure of N. University and E. Washington to allow pedestrians to walk freely through the diag and safely view the light show in front of Rackham without vehicle traffic.  Both events will require set-up and preparation before the events and the street closure will allow that process to happen in a safe and efficient manner.  Additionally, the closure of North University would allow additional exhibit space for the Expo.

 

University of Michigan Police will be coordinating the coverage for this event.

Whereas, the University of Michigan agrees to pay event costs for City services;

 

Whereas, the University of Michigan requests that North University between Fletcher and Thayer Streets be closed on October 27, 2017 from 10:00 A.M. until 10:00 P.M. for the UM Bicentennial Third Century Expo; and

 

Whereas, Official notification of the street closings will be provided through the City’s website, GovDelivery, and the University of Michigan’s communications office;

 

RESOLVED, That City Council authorize the closure of East Washington Street between Fletcher and Thayer Streets for the University of Michigan Bicentennial “HAILstorm!” Light Show from Wednesday, October 25, 2017 at 6:00 A.M. until Sunday, October 29, 2017 at 12:00 P.M.; and

 

RESOLVED, That City Council authorize the closure of North University between Fletcher and Thayer Streets for the UM Bicentennial Third Century Expo.
