Resolution to Award a Construction Contract to J. Ranck Electric, Inc. (Bid No. 4504) for the Installation of RRFBs at Various Locations ($196,400.00)

Memorandum

Attached for your review and approval is a resolution to award a construction contract to J. Ranck Electric, Inc. (J. Ranck Electric) in the amount of $196,400.00 for the installation of rectangular rapid flashing beacons (RRFBs) at various locations throughout the City.

 

Rectangular Rapid Flashing Beacons (RRFBs) heighten driver awareness of pedestrians crossing major streets, which improves safety for pedestrians at these enhanced crosswalks. The 2013 Non-Motorized Plan Update identified 20 locations around the City that were potential locations for RRFB installations. Staff subsequently prioritized these locations and evaluated them from an engineering perspective to verify that they were suitable for RRFB installations.

 

This project includes RRFB installations at eight of these locations as follows:

                     Packard Road at Woodmanor Ct.

                     Platt Road north of Williamsburg Road

                     Fuller Road at Fuller Park

                     W. Stadium Blvd near Kay Pkwy

                     W. Stadium Blvd near Greenview Drive

                     Ellsworth Road west of Jonathon Ct.

                     Scio Church Road at Greenview Drive

                     Eisenhower Blvd at Northbrook Road

 

All of the locations listed above are at existing crosswalks. These locations are in addition to several RRFBs that City forces have installed near schools this spring; and two locations along Fuller Road near Vet’s Hospital that are scheduled for installation this year using a federal safety grant. Upon completion of these projects, only two of the twenty locations identified in the Non-Motorized plan update will remain to be installed. One of these locations is likely to receive a Safety Fund grant. The other location will be installed once right-of-way issues can be resolved.

 

Project specifications were distributed electronically to contractors, subcontractors, and suppliers. Two contractors attended the mandatory pre-bid meeting and submitted bids. J. Ranck Electric was the lowest responsible bidder, whose bid of $196,400.00 is eight percent lower than the Engineer’s Estimate of $214,500.00.

 

J. Ranck Electric complies with the requirements of the nondiscrimination and living wage ordinances.

 

Budget Impact

The Washtenaw County Road millage funds and the City Street, Bridge, and Sidewalk Millage provide funding for the project.  Annual maintenance costs associated with each installation are estimated to be $1,500.00 and will be funded by the Major Street Fund operations and maintenance budget.

Whereas, The 2013 Non-Motorized Plan Update identified 20 potential RRFB installation locations and completion of this work would leave only two locations remaining from this list;

 

Whereas, Procurement on June 27, 2017 and J. Ranck Electric, Inc. received Competitive bids (J. Ranck Electric) was the lowest responsible bidder;

 

Whereas, Funding for the RRFB installations is available from the Washtenaw County Road Millage funds and the City Street, Bridge, and Sidewalk Millage;

 

Whereas, J. Ranck Electric’s bid is 8% lower than the Engineer’s estimate;

 

Whereas, The contractual proposal sets forth the services to be performed by J. Ranck Electric, and the payments to be made by the City there for, all of which are agreeable to the City; and

 

Whereas, J. Ranck Electric is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That a contract in the amount of $196,400.00 be awarded to J. Ranck Electric for the installation of RRFBs at various locations;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the Public Services Area Administrator and City Administrator;

 

RESOLVED, That a contingency amount of $20,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with J. Ranck Electric, not to exceed that amount, in order to satisfactorily complete this project; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
