Memorandum

This resolution recommends the acceptance of Safe School Zone grant funds in the amount of $30,000.000 for the installation of changeable speed signs on Fuller Road and Huron Parkway adjacent to Huron High School.

 

The City was approached in the Fall of 2016 by the Safe Kids Huron Valley organization regarding their desire to apply of a grant to increase school safety adjacent to Huron High School. The grant required that a workshop be held for the purpose of determining the best means of increasing student safety at the selected location. This workshop, held during the week of March 20, 2017, was organized by Safe Kids Huron Valley and hosted by the City; and included a visit to the proposed project site.

 

At the time of this workshop, City Council had already directed Staff to install a Rectangular Rapid Flashing Beacon (RRFB) at the existing crosswalk location on Fuller at the Gallup Park entrance. In addition, signage and pavement markings had already been upgraded at this crosswalk, and additional street lighting had been installed. Based on this and the discussions during the workshop, the group determined that the best use of these grant funds would be for the installation of changeable speed limit signs.

 

Currently, Fuller Road and Huron Parkway adjacent to Huron High School are signed as School Zones with a reduced speed limit of 25 mph during select hours. The new signs will include digital displays which will be programmed to display the reduced speed limit during the required times, and each will replace two static signs that currently display the two different speed limits.

 

Budget Impact

The grant funding is being provided by the Safe Kids Worldwide Organization, and the funding has already been provided to Safe Kids Huron Valley. Upon installation of the changeable speed limit signs by City crews, the City will invoice Safe Kids Huron Valley for the cost of the installation, up to a maximum of $30,000.00. The anticipated total cost to purchase and install the equipment is $31,150.00.  Future maintenance costs will be borne by the Major Street Fund.

Whereas, Safe Kids Huron Valley has applied for and been awarded a grant in the amount of $30,000.00 for improving student pedestrian safety adjacent to Huron High School;

 

Whereas, A workshop that was held as part of the grant requirements determined that the best use of the grant would be for the installation of changeable speed limit signs;

 

Whereas, The installation of the changeable speed limit signs will be performed by the City and paid for in part by the Safe School Zone Grant funds;

 

Whereas, the total cost of the purchasing and installation of the signs is estimated to be $31,150.00.00; and

 

Whereas, Upon installation the City will invoice Safe Kids Huron Valley for the costs of the installation, up to a maximum of $30,000.00;

 

RESOLVED, That City Council accept and appropriate to the Major Street Fund funding an amount up to $30,000.00 from the Safe School Zone Grant; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
