Resolution to Approve Interagency Agreement for Collaborative Technology and Services Schedule 27 with Washtenaw County ($1,077,266.00)

Memorandum

Attached for your consideration is a resolution authorizing a three-year commitment to Washtenaw County for the purchase of a Dell/EMC Avamar Enterprise Backup and Recovery System. Services would be provided under the terms of the Interagency Agreement for Collaborative Technology and Services between the City and Washtenaw County.

 

The new backup and recovery system is a replacement for a previous system that was purchased in 2014 under Interagency Agreement for Collaborative Technology and Services Schedule 20. A settlement agreement between Dell and Washtenaw County was executed and agreed upon in the amount of $567,315.84 due to lack of functionality. The refund will be evenly distributed between Washtenaw County and the City of Ann Arbor and will be utilized to fund this purchase (3-year lease agreement).  This system will replace the original system and it will meet all the city’s requirements for a backup and recovery system.

 

Fiscal/Budget Impact:

 

                     Payment Schedule (3-year lease agreement):

                     2017 - $359,088.69:

o                     Applied a portion of the refund above in the amount of $359,088.69

o                     Washtenaw County payment share - $0.00

o                     City of Ann Arbor share - $0.00

                     2018 - $359,088.69:

o                     Applied remaining refund balance in the amount of $208,277.15

o                     Washtenaw County share - $75,430.77

o                     City of Ann Arbor share - $75,430.77

                     2019 - $359,088.69:

o                     Washtenaw County share - $179,544.35

o                     City of Ann Arbor share - $179,544.35                     

 

$75,430.77 will be budgeted from the FY2018 Information Technology Services Budget and $179,544.35 will be budgeted from the FY2019 Information Technology Services Budget.

 

The new solution is a far superior product to the previous and will have a useful life of 5-7 years.

Whereas, Washtenaw County and the City of Ann Arbor entered into an Interagency Agreement for Collaborative Technology and Services;

 

Whereas, An enterprise backup and recovery system is a critical enterprise system for both the City of Ann Arbor and Washtenaw County to address business and data recovery needs;

 

Whereas; By entering into this agreement the City of Ann Arbor and Washtenaw County will continue to develop best practices for managing and configuring the Dell/EMC  system to meet enterprise backup, and recovery needs of both organizations including providing backup staffing, coordinating system upgrades and jointly managing the performance of the system; and

 

Whereas, Funding for the backup and recovery system from Washtenaw County is planned for and budgeted for in the FY2018 and FY 2019 Information Technology Budgets;

 

RESOLVED, That City Council approve Schedule 27 to the Interagency Agreement for Collaborative Technology and Services between Washtenaw County, as provider and the City, as subscriber, for Enterprise Backup and Recovery Services;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Schedule 27 after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution.
