Attached for your review and approval, please find a resolution that approves a contract between United Resource LLC and the City of Ann Arbor in the amount of $697,893.00 for the 2017 Sewer Televising and Cleaning Project.

 

Budget/Fiscal Impact

 

Funding for this project is included in the approved Stormwater Sewer System ($285,359.00) and Sewage Disposal System ($412,534.00) Capital Budgets. 

 

Project Description

 

This project involves the televising and cleaning of 318,000 feet of sanitary sewer and stormwater sewers sized between 6-inches and 90-inches in diameter.  The work is being performed in conjunction with the Sanitary and Stormwater Asset Management Plans through the Systems Planning Unit.  The information gathered will be used to better gauge overall system condition and refine remaining useful life calculations for both systems.

 

The contract documents for the project were bid through the City’s Procurement Unit following standard procedures. On May 4, 2017, seven bids were received for this work.  The lowest responsible bid was from United Resource LLC in the amount of $697,893.00.  Attached is a tabulation of the bids received for the project.

 

Staff is recommending award of a contract to United Resource LLC in the amount of $697,893.00, with an additional 10% ($69,789.00) for contingencies.  It is requested that the total $767,682.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

United Resource LLC complies with the requirements of the City’s non-discrimination and living wage ordinances.

Whereas, The 2017 Sewer Televising and Cleaning project will inspect 318,000 feet of sanitary and stormwater infrastructure;

 

Whereas, The cost of this work is included in the approved Stormwater Sewer System ($285,359.00) and Sewage Disposal System ($412,534.00) Capital Budgets;

 

Whereas, The City of Ann Arbor received seven bids for this work on May 4, 2017 and United Resource LLC of Livonia, Michigan was the lowest responsible bidder for this work with a bid amount of $697,893.00;

 

Whereas, It is now necessary to enter into a contract with United Resource LLC for the performance of this work; and

 

Whereas, United Resource LLC has submitted all required Non-Discrimination, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That a contract with United Resource LLC of Livonia, Michigan the in the amount of $697,893.00 be approved;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract with United Resource LLC in the amount of $697,893.00 in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;

 

RESOLVED, That a contingency amount of $69,789.00 be established, and the City Administrator be authorized to approve change orders to the contract with United Resource LLC up to $69,789.00 in order to satisfactorily complete the project;

 

RESOLVED, That the total $767,682.00 contract and contingency amount be available for the life of the project until expended without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed traffic control orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
