Resolution to Approve the Purchase of a Tandem Axle Dump Truck with Log Loader from D & K Truck Company (ITB #4499; $219,756.00)

 

Memorandum

The attached resolution authorizes the purchase of one 2018 Western Star Model 4700 tandem axle truck chassis with a Prentice Log Loader and Galion Dump Body at a total cost of $219,756.00 from D & K Truck Company for use by the Public Services Area, Public Works Unit.

 

Bids were solicited for the log loader/dump truck through ITB #4499 issued by the City and opened on May 18, 2017.  Of the two responses received, D & K Truck Company, Lansing, MI, was selected as the most responsive proposal to the ITB. The proposal from the low bidder had a number of exceptions from the bid specifications.

 

The log loader/dump truck listed in this resolution will replace an existing 2003 Sterling Prentice log loader/dump truck (#6611) which has 11,196 hours of use and whose repair cost has exceeded 170% of the purchase price of the vehicle.  This vehicle is used by the Forestry Unit to handle both routine and emergency removal of large trees.  The unit is used in tree planting to dig holes and plant new trees, in addition to lifting and loading large logs.

 

The dump hoist submitted on each bidder’s proposals did not meet the minimum specification.  D & K Truck Company offered, as a bid option, to provide a hoist that meets/exceeds our bid specification at a cost of $3,762.00 above their base bid price.  Staff feels the hoist size is important and recommends the bid option be selected.  The purchase price listed above includes the more robust hoist option.

 

Adequate funding for the purchase of this vehicle has been budgeted in the FY 17 approved Fleet Services Fund Operations and Maintenance budget and the FY 17 approved Parks Maintenance and Capital Improvement Operations and Maintenance Fund budget. 

 

D & K Truck Company complies with the requirements of the City’s non-discrimination ordinances.

Whereas, The Fleet & Facilities Unit needs to purchase a replacement log loader/dump truck for the City’s fleet;

 

Whereas, D & K Truck Company, Lansing, MI, was the most responsive bidder to ITB #4499 issued by the City; and

 

Whereas, D & K Truck Company complies with the requirements of the City’s Non-Discrimination Ordinances;

 

Whereas, Adequate funds for the purchase of this truck are available in the Fleet Services Fund FY17 budget and the Parks Maintenance and Capital Improvement Operations and Maintenance Fund FY17 budget;

 

RESOLVED, That the City Council approves the issuance of a purchase order to D & K Truck Company for one 2018 Western Star Model 4700 tandem axle truck chassis with a Prentice Log Loader and Galion Dump Body at a total cost of $219,756.00;

 

RESOLVED, That funds for the purchase of this equipment in the amount of $158,595.00 comes from the FY 17 approved Fleet Services Fund Operations and Maintenance budget and the amount of $61,161.00 comes from the FY 17 approved Forestry Operation’s Parks Maintenance and Capital Improvement Operations and Maintenance Fund budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the vehicle being replaced (no. 6611) be sold at the next City vehicle auction held after the vehicle is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
