Memorandum

Attached for your review and consideration is a resolution authorizing Amendment No. 2 to the Professional Services Agreement with URS Corporation Great Lakes Inc. (URS) for additional detailed environmental review and public engagement effort for the Ann Arbor Station Environmental Review. Council Resolution R-13-321 approved a Professional Services Agreement with URS for conceptual design and environmental review services for the Ann Arbor Station Environmental Review Project for $824,875.14 including contingencies. Council Resolution R-16-439, approved Amendment No. 1 for $126,798.72 bringing the total contract amount to $951,673.86.   This amendment for $137,026.00 will bring the total amount of the contract with URS to $1,088,699.86, which will be funded with $101,131.00 from the existing contract contingency funds and $35,895.00 of additional money from the existing project budget.

 

The current scope of work for this agreement included environmental review for one "preferred alternative" in accordance with the Federal National Environmental Policy Act (NEPA). This contract amendment is needed to support a scope that includes preparing a more detailed NEPA document for multiple locations for a passenger rail station as is being required by the Federal Railroad Administration (FRA), the federal agency administering the High-Speed Intercity Passenger Rail (HSIPR) program funding this effort. 

 

The additional scope items to be performed at the request of the FRA include:

 

                     Concept Plan and cost estimate for Depot Street Improvements (at 1:50 scale for larger improvement area)

                     Concept Plan and cost estimate for the Broadway Bridge widening (at 1:50 scale for larger improvement area)

                     Build Alternative 2A, 2B and 2C Concept Drawings including Broadway Bridge Improvements and Depot Street Improvements

                     Environmental Assessment with updated information related to and including construction phasing, costs, floodplain, stormwater, noise and vibration, visual impacts, transportation, exhibits and tables, writing and formatting.  

 

Budget/Fiscal Impact:

Funding is available for this contract amendment with $101,131.00 from the previously approved contingency for the original professional services contract and an additional $35,895.00 from the available money in the Ann Arbor Station NEPA/PE project budget within the Major Grant Programs fund (00MG).

The work completed under this amended contract furthers the Engaged Community, Transportation Options and Clean Air and Water goals of the City’s Sustainability Framework.

Whereas, URS Corporation Great Lakes Inc., (URS) is providing public engagement, conceptual design and preliminary environmental review services for the Ann Arbor Station Environmental Review project;

 

Whereas, The City has a need for additional services to the contract scope as necessary to address the project goals;

 

Whereas, These additional services include additional Public Engagement, Conceptual Design and Environmental Review required to complete the Ann Arbor Station Project in accordance with Federal Railroad Administration (FRA) guidance and requirements;

 

Whereas, URS complies with the requirements of the non-discrimination and Living Wage Ordinances; and

 

Whereas, Funding for this amendment is available from the previously approved contingency for the Ann Arbor Station contract ($101,131.00) and from the available funds in the Ann Arbor Station NEPA/PE project City staff budget ($35,895).

 

RESOLVED, That the City Council approves Amendment No. 2 to the Professional Services Agreement with URS in the amount of $137,026.00 for additional public engagement, conceptual design and environmental assessment services for the Ann Arbor Station Environmental Review, consisting of $101,131.00 previously approved as a contingency to the agreement and the remaining $35,895.00 from the Ann Arbor Station NEPA/PE City Staff project budget;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said amendment after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That Council authorize the City Administrator to take necessary administrative actions to implement this resolution.
