Attached for your review and approval, please find a resolution that approves a construction contract between Oak Construction Corporation and the City of Ann Arbor for the Huron Parkway Segmental Block Wall Rehabilitation Project.
Budget/Fiscal Impact
The estimated total cost of the project is $94,000.00. The work of this project will be funded through the approved Street, Bridge, and Sidewalk Millage Capital Budget.
Project Description
The Huron Parkway Segmental Block Wall Rehabilitation Project will replace damaged cap units on the segmental block retaining walls (the brown, lower walls that are directly adjacent to the roadway) that were constructed as part of the Huron Parkway Reconstruction Project in 2005. The project will also remove efflorescence that has precipitated on the walls, as well as clean and seal them.
The cap units on the segmental walls were found to be deteriorated and spalling during an inspection performed on April 28, 2015. The inspection found that the remaining portion of the walls are in good condition. The deterioration of the cap units was caused by salt-spray from the roadway and salt-laden water from the sidewalks running over the cap units and causing the concrete to deteriorate. It was discovered that these type of segmental blocks are susceptible to salt damage as they are fabricated from a “dry” concrete mixture and are more porous than conventional, wet-mixed, concrete. The replacement of the cap units along with the sealing of the walls will help prevent future salt damage to these walls.
This project was originally bid in Spring 2016, however no bids were received for the work. Consequently, the decision was made to re-bid the project at a later date. Due to existing workload within the Project Management Services Unit, the project was deferred until Spring 2017.
The Project Management Services Unit prepared the plans and contract documents for this project and bid the project through the City’s Procurement Unit following standard procedures. On March 15, 2017 four bids were received for this work. The Oak Construction Corporation of Flushing, Michigan was ultimately determined to be the lowest responsible bidder with a bid amount of $72,965.00.

The Engineer’s Estimate for the project’s construction was $64,692.00. The lowest responsible bid for this project is approximately 13% above the Engineer’s Estimate. Upon review of the bids received, this bid conforms with the contract requirements and the contractor has good references. Consequently, staff recommends awarding this contract to the Oak Construction Corporation.
Construction is expected to start on, or after, June 1, 2017. The Contractor has been given 45 consecutive calendar days to complete the work once they begin and all work is to be completed by July 31, 2017. The Contractor will only be allowed to obstruct the travel lanes of Huron Parkway between the hours of 9:00 a.m. and 3:30 p.m., Monday through Friday. Project Management Services Unit staff will inspect and administer the project.

Whereas, The segmental block wall cap units along Huron Parkway have been damaged by salt-spray and salt-laden water running over them that require their removal and replacement. The entire segmental block wall must be sealed in order to prevent water and salt intrusion and further deterioration;
Whereas, The damage is not indicative of underlying structural problems and the replacement of the cap units and sealing of the walls will help to ensure their long-term performance;
Whereas, The cost of this work will be funded through the approved Street, Bridge, and Sidewalk Millage Capital Budget;
Whereas, The City of Ann Arbor received four bids for this work on March 15, 2017 and the Oak Construction Corporation of Flushing Michigan was the lowest responsible bidder for this work with a total amount of work to be performed of $72,965.00;
Whereas, It is now necessary to enter into a contract with the Oak Construction Corporation for the performance of this work; and
Whereas, The Oak Construction Corporation has submitted all required Contract Compliance, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the construction contract with the Oak Construction Corporation in the amount of $72,965.00 in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;
RESOLVED, The City Administrator be authorized to approve amendments to the contract with the Oak Construction Corporation up to $7,300.00 in order to satisfactorily complete the project; and
RESOLVED, That Council authorize the City Administrator to take the necessary administrative actions to implement this resolution.
