Attached for your review and approval, please find a resolution that approves a professional services agreement between Northwest Consultants, Incorporated (NCI) and the City of Ann Arbor for the Fuller Road and Maiden Lane Bridge Painting Project in the amount of $39,797.00. 

 

Budget/Fiscal Impact

 

The estimated total cost of the design of this project is $48,000.00.  The work of this project will be funded through the approved Street, Bridge, and Sidewalk Millage Capital Budget.

 

Project Description

 

The work of this project is being undertaken at this time in order to position the City of Ann Arbor to be able to receive funds related to the anticipated federal transportation bill.  It is believed that this spending, should it occur, will take a form similar to previous spending initiatives such that “shovel-ready” ready projects will be given first priority.  Consequently, we are electing to prepare these plans at this time in order to be able to take advantage of the additional funding when it becomes available.

 

This project was chosen to be a part of this next round of potential “shovel-ready” projects due to its need, the ability to prepare these plans and specifications in a short period of time, and the relatively easy manner in which the work can be performed. The painting of these bridges was originally envisioned as part of the rehabilitation work performed in 2015; however due to the abnormally high prices in the market for bridge painting at the time, the painting was postponed to a future date in anticipation of the prices coming back down.

 

In order to be in a position to be able to receive funding as described above, staff elected to invite the Consultant that prepared the plans and specifications for the recent rehabilitation of these bridges to provide a proposal for this work.  NCI has performed admirably on several other projects for the City including the Fuller Road/Maiden Lane Bridge Rehabilitation Project; the Stadium Boulevard Reconstruction Project - S. Main Street to Kipke Drive; and, the Stadium Boulevard Bridges Replacement Project among others.  They are an excellent choice for this work given their experience in working with the City and working on these bridges in particular in the recent past. Because of their familiarity with these bridges, utilizing NCI for this design work will represent the best value, as another consultant would have a “learning curve” to get familiarized with the bridges.

 

After approval of this agreement, staff will begin the work of the project and coordinating with Amtrak railroad and the University of Michigan.  Plans and specifications are expected to be completed by mid-Summer 2017 to be in a position to bid this project through the Michigan Department of Transportation when the funding becomes available.

 

NCI is in compliance with the requirements of the City’s non-discrimination and living wage ordinances.

Whereas, The Public Services Area reasonably anticipates that additional federal funding may become available in the near future to perform needed infrastructure repair and rehabilitation projects;

 

Whereas, The Fuller Road and Maiden Lane Bridges are in need of complete repainting to maintain their state of good repair and the work is expected to be able to be performed with minimal impacts to the travelling public;

 

Whereas, The cost of this work will be funded through the approved Street, Bridge, and Sidewalk Capital Budget;

 

Whereas, The City of Ann Arbor received a proposal of $39,797.00 from NCI for the work which addresses all needed tasks to perform the work, allows the design work to begin quickly, and is competitively priced;

 

Whereas, It is now necessary to enter into a professional services agreement with Northwest Consultants, Incorporated for the performance of this work; and

 

Whereas, Northwest Consultants, Incorporated has submitted all required Human Rights, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the professional services agreement with Northwest Consultants, Incorporated in the amount of $39,797.00 in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;

 

RESOLVED, The City Administrator be authorized to approve amendments to the contract with Northwest Consultants up to $4,000.00 in order to satisfactorily complete the project; and

 

RESOLVED, That Council authorize the City Administrator to take the necessary administrative actions to implement this resolution.
