Memorandum
Michigan law requires City Council, by operation of law, to move its odd-year City election to and consolidate it with its even-year election after notice and public hearing. It was the intent of Council to take this additional necessary legislative action unless and until the voters approved the proposed amendments to the City Charter lengthening the terms of Mayor and City Council members.

On November 8, 2016, the voters of the City of Ann Arbor approved amendment of the Ann Arbor City Charter to increase the terms of office for the Mayor from a two-year term to a four-year term and City Council members from staggered two-year terms to staggered four-year terms commencing with the regular election in 2018.

The attached Resolution completes the transition to even-year elections.

Notice of Council consideration of consolidation of its odd-year City election with its even-year election was published on April 24, 2017, in the Washtenaw Legal News and posted to the City website. The Notice specifically advised:

* That, consistent with the amendment to Section 13.2 of the Ann Arbor City Charter adopted by the voters on November 8, 2016, a regular City election be held as stated in Section 13.2 of the Charter on the first Tuesday following the first Monday in November in 2017, 2018, and every two years thereafter

* That consistent with the amendment to Section 12.4 of the Ann Arbor City Charter adopted by the voters on November 8, 2016, the term of five (5) Council Members duly elected at the odd-year November election in 2017 shall commence on the Monday next following their election and shall terminate on the Monday following the regular City election held on November 3, 2020.
