Memorandum
Attached is a resolution for your approval authorizing a one-year contract in the amount of $368,700.00 with P.K. Contracting Inc., for Pavement Markings on Major and Local streets throughout the City. The resolution authorizes the expenditure of the $195,000.00 previously authorized as part of the FY09 budget to restore markings lost due to winter plow damage during the winter of 2008 and the annually-budgeted $173,700.00. The resolution also authorizes an option to extend the contract with P.K. Contracting Inc., for two additional one-year periods at the anticipated annual budget amount of $173,700.00. The total authorization equals $716,100.00 over three years, under the same terms and conditions subject to the annual appropriation of funds in FY09-10 and FY10-11.

The contract is a unit price contract for pavement markings on various streets throughout the City. The low bid came in at $168,782.50 which is below the engineer’s estimate of $170,324.00. Based on the quantity of parking repairs outstanding, we intend to increase the quantity of work to utilize the available funds in the Major and Local Street Funds.

Requests for bids were posted online via BidNet and one bid was received (P.K. Contracting Inc.). After evaluating the bid, Staff determined that the prices were competitive and recommends P.K. Contracting Inc., to be awarded the contract. The bid tabulation is attached. Funding for this work is budgeted in the Public Services Area, Field Operations Unit Major and Local streets operating budget for FY 08-09.

P.K. Contracting Inc., received Living Wage and Contract Compliance approval on October 27, 2008.
