Resolution to Approve Amendment No. 1 to the Professional Services Agreement with Stantec Consulting Michigan, Inc. for the Barton Raw Water Intake and Pump Station Improvements Project ($ 410,140.00)

Memorandum

This memorandum and resolution requests approval of Amendment No. 1 to the Professional Services Agreement (PSA) with Stantec Consulting Michigan, Inc. for $410,140.00.

 

In June 2016, Council approved a professional services agreement to provide as-needed technical engineering services for $200,000.00 with Stantec Consulting Michigan, Inc. as part of Resolution No. R-16-213. Stantec Consulting Michigan, Inc. has been providing services to the Water Treatment Plant on several projects under this agreement.  Amendment No. 1 to the PSA is required because there is not sufficient funds remaining in the PSA to complete the proposed scope of work. 

 

The Barton Pump Station and intake are critical components of the City’s water supply system. The pump station provides 80% (up to 40 million gallons per day) of raw water capacity to the Water Treatment Plant.  Portions of this raw water system were originally constructed in 1912 and 1949 and no longer provide sufficient capacity.  In addition, several valves within the pump station no longer function. These valves are critical to the operation and maintenance of the pump station.

 

The scope of this project will include replacement of these critical valves, and replacement of the original intake and raw water line feeding the pump station.  The consultant will complete a preliminary field investigation; draft a basis of design report; prepare contract documents for the proposed work; and initiate permitting and correspondence with state and local entities.  This project will improve the delivery and reliability of raw water for the City’s drinking water system.  This project is included in the proposed CIP for FY18-20 but was advanced to take advantage of potential federal infrastructure funding that may become available in the second half of 2017.

 

On December 6, 2016, the City issued a request for proposals for the study and design phase services for the Barton Raw Water Intake and Pump Station Improvements Project. The City received three (3) proposals for this work.  After evaluation of the proposals, it was determined that Stantec Consulting Michigan, Inc. was the most qualified firm to provide these services.  It is therefore recommended that City Council approve Amendment No. 1 to the professional services agreement with Stantec Consulting Michigan, Inc. for $410,000.00 to perform the engineering services for the Barton Raw Water Intake and Pump Station Improvements Project.

 

Stantec Consulting Michigan, Inc. complies with the City’s Living Wage and Non-Discrimination ordinances.

 

This project is planned in the FY2018-2023 Capital Improvement Plan. This resolution will bring the total value of engineering services with Stantec Consulting Michigan, Inc. to $610,140.00

Whereas, Of the three (3) proposals received, Stantec Consulting Michigan, Inc. was selected as the most qualified firm to provide the required engineering services;

 

Whereas, These improvements are required to replace critical valves at the Barton Pump Station, the Barton Pond raw water intake structure, and the raw water piping;

 

Whereas, These valves requiring replacement are not functional and the intake structure and raw water piping are not sufficiently sized; 

 

Whereas, The Barton Pump Station Project is being advanced in the Capital Improvement Plan to take advantage of potential federal infrastructure funding that may become available in 2017;

 

Whereas, There are sufficient funds in the approved Water Supply System capital budget to complete the proposed scope of work; and

 

Whereas, Stantec Consulting of Michigan, Inc. complies with the City’s Non-discrimination and Living Wage Ordinance;

 

RESOLVED, That the Amendment No. 1 in the amount of $410,140.00 to the Professional Services Agreement with Stantec Consulting Michigan, Inc. be approved;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Amendment No. 1 to the Professional Services Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution;

 

RESOLVED, That the City make the following declaration for the purposes of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the internal Revenue Code of 1986, as amended, that the City reasonably expect to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and

 

RESOLVED, That the engineering services are to be funded from the Water Supply System capital budgets.
