Resolution to Approve Commercial Pavement Sealant Applicator Registration Fee
Memorandum
Attached for your consideration and approval is the resolution approving the registration fee to be paid by Commercial Pavement Sealant Applicators as required under Chapter 71 of the Ann Arbor City Code.
City Code requires that commercial pavement sealant applicators shall annually submit a complete registration application on forms furnished by the City Clerk, along with the registration fee according to the schedule established by resolution of City Council. This fee is to be calculated to include the cost of registration application review and periodic field inspection.
The City Clerk has determined a fee based on actual costs. The City Clerk’s Office manages the Pavement Sealant Commercial Applicator registration process and is recommending this fee to cover the actual cost of providing the services.
Supplemental information for the recommendation is attached to the fee resolution. Staff requests your approval of the establishment of the proposed fee.

Whereas, All Service Units of the City review their fees each year as part of the budget process;
Whereas, The City Clerk’s Office staff reviewed all of their fees as part of the FY16 and FY17 budget submittal;
Whereas, Registration of Commercial Applicators is a new service provided by the City Clerk to support Chapter 71 - Pavement Sealant Ordinance;
Whereas, City Code requires that commercial pavement sealant applicators annually submit a complete registration application on forms furnished by the City Clerk, along with the registration fee according to a schedule established by resolution of City Council; and
Whereas, The City Clerk has determined an amount for the Commercial Pavement Sealant Applicator Registration Fee that covers the actual cost of application review;
RESOLVED, That the attached Commercial Pavement Sealant Applicator Registration Fee be approved and added to the Clerk’s Office fee schedule;
RESOLVED, That the Commercial Pavement Sealant Applicator Registration Fee in the amount of $22.00 become effective March 7, 2017; and
RESOLVED, That City Council authorize the City Administrator to take all necessary administrative actions to implement this resolution.
