Memorandum
Attached for your consideration is a request from Fred Heller/Creative Rec, LLC, this year's organizer of the Monroe Street Fair, to close Monroe Street between Tappan and State Street from 9:00 A.M. to 7:00 P.M. on Saturday, April 1, 2017 for the Monroe Street Fair. Last year, the applicant requested the additional block of Monroe from State Street to Oakland to accommodate the growing number of people and vendors. This addition has worked very well and will be part of the footprint going forward. Approval from the University of Michigan has been obtained each year for this change to ensure there are no conflicts with Law School activities.

Intersections will remain open during the event. The remaining street area will be closed during the event for activities including musical entertainment, speeches, and vendors. Live bands will perform between 12:00 P.M. and 6:00 P.M.

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the street and will reimburse the City for all event expenses.

Notification of the street closing will be provided through the City's website and GovDelivery, as well as the applicant notifying the church in that area, and any residents on those blocks at least two weeks prior to the event.

The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.
