Memorandum
Attached for your consideration and approval is a request from the University of Michigan to close the following streets from 5:30 AM to 10:30 AM on Sunday, April 9, 2017:

* State Street from near the Stadium Bridge to North University
* Monroe Street from State to Tappan
* Tappan from Monroe Street to South University
* South University from State to East University
* East University from South University to Fletcher
* North University from State Street to the Bus Shelters
* Fletcher Street from North University to East Washington Street
* East Washington Street from Fletcher to Thayer
* Thayer from East Washington to North University
* Madison from State to Division
* Division from Madison to Hoover
* Hoover from State Street to Greene and Keech (finish inside the Big House)

The actual event will start at 8:30 AM and end at 9:30 AM with the additional time to be used for set-up and clean-up. All streets will be reopened as soon as safely possible after participants have cleared the areas, but no later than 10:30 AM. An amplified PA system will be utilized during the event. Speakers will be erected near the start line for music and various announcements to start no earlier than 8:00 AM. Various other speaker locations will provide additional on-course entertainment.

This event coincides with week-long Bicentennial Celebrations for the University of Michigan. Various events will be held throughout the week and this event serves as a bookend for the celebration. Recognizing that this annual event falls on Palm Sunday this year, the organizers met with City staff and clergy to alleviate concerns surrounding access to all of the special services being held that day.
