Resolution to Approve a Budget in the Amount of $345,000.00 and Accept and Appropriate Funding of Up to $210,000.00 from the Washtenaw County Office of Community and Economic Development for Construction of an Addition to the Bryant Community Center (8 Votes Required)

Memorandum

Attached for your review and action is a resolution to approve a budget and agreement from the Office of Community and Economic Development (OCED) to fund the construction of an addition to the Bryant Community Center.

 

In 2012, the City of Ann Arbor purchased the property adjacent to the Bryant Community Center to accommodate expanding programs run by Community Action Network for the City of Ann Arbor, Parks and Recreation Services. In order to effectively manage programs between the two buildings, an addition is being proposed to connect the two structures and provide additional programming space, along with renovating the purchased property.  The cost of construction is being funded by OCED in the amount of $210,000.00 and approved Parks Maintenance and Capital Improvements Millage Funds in the amount of $135,000.00 for a total project budget of $345,000.00. The OCED also funded the design of the project in the amount of $90,000.00. The agreement for the design was approved by Council on January 4, 2016.

 

The attached agreement for construction of the addition from the OCED is required between Washtenaw County and the Federal Government, and must be approved and signed by the City of Ann Arbor.

 

The budget for construction is estimated to be $345,000.00 including the addition, renovations to the existing buildings, and site work including a rain garden.

 

PAC recommended approval of this agreement at their December 20, 2016 meeting.

Whereas, The Bryant Community Center programming has expanded such that the existing space does not meet the current needs;

 

Whereas, The City of Ann Arbor purchased the property adjacent to the Bryant Community Center, and Parks and Recreation Services plans to connect the two structures to provide additional space as well to better oversee and coordinate programming;

 

Whereas, The Washtenaw County Office of Community and Economic Development (OCED) is providing funding in an amount up to $210,000.00 to construct the addition to the Bryant Community Center; and

 

Whereas, The City Council is being asked to approve the construction budget for the project in the amount of $345,000.00, with funding from Washtenaw County OCED and previously approved Parks Maintenance and Capital Improvement Millage Funds;

 

RESOLVED: That City Council approve the project agreement between the City and OCED for the construction of the addition to the Bryant Community Center;

 

RESOLVED, That City Council authorize and direct the Mayor and City Clerk to execute the Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED: That City Council appropriate to and increases the revenue and expenditure budget in the amount of $345,000.00 in the Major Grant Fund with the source of funding from Washtenaw County and the Parks Maintenance and Capital Improvements Millage;

 

RESOLVED: That City Council approve the Bryant Community Center project budget for the life of the project to be available for expenditure without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution.
