Resolution to Approve the Purchase of Two Tandem Axle Plow/Spreader Dump Trucks from D & K Truck Company (ITB #4458; $410,846.00)

The attached resolution authorizes the purchase of two 2018 Western Star 4700 tandem axle truck chassis and Monroe 13’ dump bodies from D & K Truck Company, Lansing, MI for use by the Public Services Area, Streets Maintenance Operations Unit.
The two trucks listed in this resolution will each have stainless steel dump bodies, front mounting snowplows, underbody scrapers and salt spreaders. The City has worked to standardize our plow/spreader trucks over the last few years. This allows for compatibility of front mounted plows, underbody scrapers and salt spreaders which can be interchanged on the large plow trucks used by the Streets Maintenance group. It also allows for a reduction in parts inventory and familiarity of service which means the trucks are out of service for a shorter period of time for maintenance or repair.
Bids were solicited for the two plow/spreader dump trucks through ITB #4458 issued by the City and opened on November 3, 2016. Of the two responses received, D & K Truck Company, Lansing, MI, was selected as the most responsive proposal to the ITB.
The price for each truck is $182,985.00 and includes a pre-wet system, electronic spreader controls, pneulogic joystick plow controller, hydraulic system, automatic greasing system and safety lighting. The cost of the underbody scraper is $9,713.00; the front mounted snowplow is $8,496.00; and the salt spreader is $4,229.00. The total price for each truck, including the front plow, underbody scraper and salt spreader, is $205,423.00.
These two trucks will replace two existing plow/spreader trucks. A 2007 tandem axle dump truck, with an underbody scraper, front mounted snowplow and salt spreader, which has 9,138 hours of use and whose repair cost has exceeded 288% of the purchase price of the vehicle. A 2007 tandem axle dump truck, with an underbody scraper and salt spreader, which has 8,913 hours of use and whose repair cost has exceeded 241% of the purchase price of the vehicle.
The new trucks have 20,000 lbs chassis and spring-less rear suspensions that we anticipate will significantly extend the service life of the chassis while the stainless steel dump bodies should allow us to significantly extend the service life of the dump bodies over those units being replaced.
Adequate funding for the purchase of these vehicles has been budgeted in the Fleet Services Fund FY17 approved budget ($305,664.00), Major Streets Fund FY17 approved budget ($53,652.00), and Local Street Fund FY 17 approved budget ($51,530.00).
D & K Truck Company complies with the requirements of the City’s non-discrimination ordinances.

Whereas, Adequate funding for the purchase of these vehicles has been budgeted in the Fleet Services Fund FY17 approved budget ($305,664.00), Major Streets Fund FY17 approved budget ($53,652.00), and Local Street Fund FY 17 approved budget ($51,530.00); and
Whereas, D & K Truck Company complies with the requirements of the City’s Non-Discrimination Ordinances;
RESOLVED, That the City Council approves the issuance of a purchase order to D & K Truck Company for two 2018 Western Star 4700 tandem axle plow/spreader dump trucks with related equipment per ITB #4458 in the total amount of $410,846.00;
RESOLVED, That funds for the purchase of this equipment to be available without regard to fiscal year;
RESOLVED, That the vehicles and equipment being replaced (nos. 4597, 4598, 4663, 4667 and 4668) be sold at the next City vehicle auction held after the vehicles are removed from service; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
