Resolution to Approve the Purchase of Two Single Axle Forestry Dump Trucks from D & K Truck Company (ITB #4456; $296,741.00)

Memorandum

The attached resolution authorizes the purchase of two 2018 Western Star 4700 single axle truck chassis and Crysteel 14’ dump bodies from D & K Truck Company, Lansing, MI for use by the Public Services Area, Field Operations Unit.

 

The two trucks listed in this resolution will have removable chipper caps over the 14’ dump bodies for Forestry operations.  One unit will also have an underbody scraper installed.  

 

Bids were solicited for the two forestry dump trucks through ITB #4456 issued by the City and opened on October 26, 2016.  Of the four responses received, D & K Truck Company, Lansing, MI, with a Crysteel dump body, was selected as the only proposal that was fully responsive to the ITB. 

 

The total price for the truck with just the dump body will be $143,500.00 and $153,241.00 for the truck with the dump body and underbody scraper. 

 

These two trucks will replace three existing units.  A 2001 single axle dump truck, with an underbody scraper, with 14,175 hours of use whose repair cost has exceeded 168% of the purchase price of the vehicle.  A 2001 single axle dump truck with 10,231 hours of use whose repair cost has exceeded 144% of the purchase price of the vehicle. A 2001 single axle dump truck with 7,981 hours of use whose repair cost has exceeded 134% of the purchase price of the vehicle.

 

The new trucks have 20,000 lbs chassis and spring-less rear suspensions that we anticipate will significantly extend the service life of the trucks over the units being replaced.

 

Funding for the replacement of these vehicles has been collected and is available in the in the Fleet Services Fund budget in the amount of $278,250.00 the remaining funding, $18,491.00, is available in the approved FY 17 Parks Maintenance and Capital Repair Millage Operations and Maintenance Budget. 

 

D & K Truck Company complies with the requirements of the City’s non-discrimination ordinances.

Whereas, The Fleet & Facilities Unit needs to purchase replacement dump trucks for the City’s fleet;

 

Whereas, D & K Truck Company, with a Crysteel dump body, was the most responsive bidder to ITB #4456 issued by the City;

 

Whereas, Funding for the replacement of these vehicles is available in the approved Fleet Services Fund budget, $278,250.00 and approved FY 17 Parks Maintenance and Capital Repair Millage Operations and Maintenance Budget, $18491.00; and

 

Whereas, D & K Truck Company complies with the requirements of the City’s Non-Discrimination Ordinances;

 

RESOLVED, That the City Council approves the issuance of a purchase order to D & K Truck Company for two 2018 Western Star 4700 single axle dump trucks with related equipment per ITB #4456 in the total amount of $296,741.00;

 

RESOLVED, That the funding for the purchase of this equipment be available without regard to fiscal year;

 

RESOLVED, That the vehicles being replaced (nos. 6603, 6604 and 6605) be sold at the next City vehicle auction held after the vehicles are removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
