Resolution to Approve the Purchase of One Single Axle Utility Dump Truck and One Tandem Axle Utility Dump Truck from D & K Truck Company (ITB #4457; $319,423.00)

Memorandum

The attached resolution authorizes the purchase of one 2018 Western Star 4700 single axle truck with a Crysteel dump body and one 2018 Western Star 4700 tandem axle truck with a Crysteel dump body from D & K Truck Company, Lansing, MI for use by the Public Services Area, Public Works Unit.

 

The single axle truck will have a 10’ dump body and an underbody scraper installed.  The tandem axle truck will have a 14’ dump body and an underbody scraper installed.  Both trucks will be used in Utility operations.  

 

Bids were solicited for the two Utility dump trucks through ITB #4457 issued by the City and opened on October 26, 2016.  Of the four responses received, D & K Truck Company, Lansing, MI, with Crysteel dump bodies, was selected as the most responsive proposal to the ITB. 

 

The price for the single axle dump truck with underbody scraper will be $154,406.00 and $165,017.00 for the tandem axle dump truck with the underbody scraper. 

 

These two trucks will replace three existing units.  A 1999 single axle dump truck with an underbody scraper, a 2002 single axle dump truck with an underbody scraper and a 1998 single axle truck.  These three vehicles were not maintained by Fleet Services over the life of vehicles so total hours and repair costs are not available.  Utilities has a small number of older vehicles that are not part of the Fleet Fund, as these vehicles are being replaced they are being added to the Fleet Fund.  

 

The new trucks have 20,000 lbs. chassis and spring-less rear suspensions that we anticipate will significantly extend the service life of the trucks over the units being replaced.

 

Adequate funding for the purchase of these vehicles has been budgeted in the FY 17 approved operations and maintenance budgets of the Public Works Unit Water and Sewage Disposal System Fund budgets. 

 

D & K Truck Company complies with the requirements of the City’s non-discrimination ordinances.

Whereas, The Fleet & Facilities Unit needs to purchase replacement dump trucks for the City’s fleet;

 

Whereas, D & K Truck Company, with a Crysteel dump body, was the most responsive bidder to ITB #4457 issued by the City;

 

Whereas, Adequate funds for the purchase of these trucks are available in the approved FY 17 Water and Sanitary Disposal Fund operations and maintenance budget of the Public Works Unit of Public Service Area; and

 

Whereas, D & K Truck Company complies with the requirements of the City’s Non-Discrimination Ordinances;

 

RESOLVED, That the City Council approves the issuance of a purchase order to D & K Truck Company for one 2018 Western Star 4700 single axle dump truck, one 2018 Western Star 4700 tandem axle dump truck and related equipment per ITB #4457 in the total amount of $319,423.00;

 

RESOLVED, That funds for the purchase of this equipment come from the approved FY 17 Water operation and maintenance budget ($165,017.00) and from the approved FY 17 Sanitary Sewage Disposal Fund operations and maintenance budget ($154,406.00) with funds to be available without regard to fiscal year;

 

RESOLVED, That the vehicles being replaced (nos. 2556, 2557 and 2607) be sold at the next City vehicle auction held after the vehicles are removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
