Memorandum
The Project Management Services Unit (PMSU) provides inspection for construction of capital projects and private development projects within the City's right-of-way. The construction inspector's tasks include oversight of contractor activities, enforcement of construction standards (e.g., materials and methods), and measurement of pay item quantities. These tasks are critical to the success of any construction project.

Due to the fluctuation of construction activity throughout the year, the level of staffing within PMSU must often be supplemented to provide sufficient inspection for all of the projects that occur. This year, PMSU required additional inspectors to help cover both the City's planned capital projects and private development construction.

On April 4, 2016, City Council approved contracts for $200,000.00 to Stantec Consulting Michigan, Inc. (Stantec) and for $175,000.00 to Alfred Benesch and Company (ABC) to provide the inspection services described above, through the City's standard RFP process (RFP #957). The level of support required from these consulting firms was estimated at that time. An additional $75,000.00 and $45,000.00 is required, respectively, to adequately complete the work assigned to these consultants for the 2016 calendar year.

Both consultants comply with the City's non-discrimination and Living Wage ordinances.

Budget Impact
The services provided by these consultants will be paid for within approved project budgets and annual operating budgets as appropriate. Costs for inspection on private development projects are recouped through fees charged to developers.
