Resolution to Authorize a Sole Source Purchase Order to Carrier & Gable, Inc., of Farmington Hills, Michigan, for Traffic Signal Materials and Supplies ($540,000.00)
Memorandum
Please find attached for your consideration a resolution authorizing a sole source purchase order to Carrier & Gable, Inc., of Farmington Hills, Michigan, for traffic signal materials and supplies. We are requesting $540,000.00 for several planned projects and for the purchase of normal maintenance supplies.
This resolution supports the following projects:
* Packard and Jewett traffic signal rebuild ($75,000.00)
* St. Francis and Stadium traffic signal rebuild ($55,000.00)
* Maintenance operations including wear-out and accident damage, and support of other City projects ($322,000.00)
* RRFB installations in junction with capital projects, locations yet to be determined ($88,000.00)
Budget/Fiscal Impact
Approximately $260,000.00 of the above-mentioned projects will be funded from the FY17 Public Works Major Street Fund operations and maintenance budget. Approximately $280,000.00 will be utilized for project support and will be expended against the appropriate capital project budgets. In cases of accident damages, the City seeks restitution by billing responsible parties for damages.
Carrier & Gable, Inc. is the sole area distributor in Michigan and Indiana for the Eagle Signal Company. All of the City signalized intersections utilize equipment manufactured by Eagle. The advantages of sole source supply include reduced inventory requirements, as well as the need to train technicians in the repair of only one type of product.
Carrier and Gable, Inc. complies with the requirements of the City's non-discrimination ordinance.
