Resolution to Prohibit On-Street Parking on the Northbound (East) side of Newport Road between Miller Avenue and M-14

Memorandum

In 2015, Newport Road from Miller Avenue to M-14 was resurfaced as part of the 2015 Street Resurfacing Project. Following construction, temporary pavement markings were placed while a public engagement effort was underway to help inform the final striping configuration for the street.

 

Parking is currently allowed on this stretch of Newport Road on both sides of the road. Following the City’s Non-Motorized Plan and Complete Streets Policy, on-street bike lanes are desired to be installed. However, due the restraints imposed by the existing street width, there is not enough space to install bike lanes on both sides of the street and maintain parking on both sides.

 

City staff invited property owners along Newport Road to a public meeting held on April 14, 2016 to discuss the various options for the permanent pavement markings on the road. Four people attended the meeting, and another 10 people contributed their input in the form of survey cards that were mailed to adjacent property owners. A summary of comments from residents are attached to this Resolution.

 

A desire for both bike lanes and to maintain some access to on-street parking was expressed by residents at the meeting. With this desire in mind, a final plan was settled on that includes maintaining on-street parking on the southbound (west side) of the road and eliminating parking on the northbound (east side) of the road in order to install a single bike lane on the northbound side. This solution balances the need for parking and also provides a bike lane in the primarily uphill direction. 

 

The attached resolution will authorize the prohibition of parking on the northbound (east) side of Newport Road between Miller Avenue and M-14 in order to implement the plan described above.

 

Budget/Fiscal Impact

Funding to complete this work is included as part of project budget for the 2015 Street Resurfacing Project, and thus will have no unanticipated fiscal impacts.

Whereas, On-street parking is currently allowed on both sides of Newport Road from Miller Avenue to M-14;

 

Whereas, The non-motorized plan calls for on street bicycle lanes on Newport Road, and they are not currently provided from Miller Avenue to M-14;

 

Whereas, Newport Road is not wide enough to accommodate two bike lanes, two parking lanes, and two vehicular traffic lanes;

 

Whereas, The public was engaged to gather feedback on various options for the pavement marking configuration;

 

Whereas, It was determined that the best compromise between maintaining on-street parking and installing bike lanes is to maintain parking on the southbound side of the road and install a single bike lane on the northbound side of the road; and

 

Whereas, Funding for the installation of bike lanes and signage is available in the 2015 Street Resurfacing Project;

 

RESOLVED, That City Council approve the removal of parking on the northbound side of Newport Road from Miller Avenue to M-14 per the attached traffic control order in order to make room for a single bike lane on the northbound side of the road; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
