Resolution to Approve a Services Agreement with Sea-Side Diving, Inc. for Dive Inspection Services ($75,000.00)

Memorandum

This memorandum and resolution requests approval of a services agreement for dive inspection services with Sea Side Diving, Inc. for up to $75,000.00 through FY19.

 

In May 2016, the City issued a request for proposals (RFP #974) to award one (1) contract for dive inspection services for $25,000.00 per year with the option to renew two (2) times for an additional one (1) year per renewal with the contract amount not to exceed $75,000.00 through FY19.  The scope or work involves annual inspection and cleaning of the drinking water intakes in Barton Pond, maintenance of zebra mussel control chemical feed systems, inspection and cleaning of the hydroelectric generating station intakes at Barton and Superior Dams, and general underwater inspection and cleaning services at all four City-owned dams.

 

The City received 3 proposals for this work.  After evaluation of the proposals, it was decided that Sea-Side Diving, Inc. provided the most qualified staff at the most competitive price.  It is therefore, recommended that City Council approve the services agreement with Sea-Side Diving, Inc. to provide dive inspection services for FY17, FY18 and FY19.

 

Sea-Side Diving, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances

 

These services are to be funded from the approved FY17 Water Supply System, Park Maintenance and Capital Improvement Millage Fund, and the General Fund Hydro operating budgets, for which services are rendered. Services for FY18 and FY19 will be funded from the operating budgets for these fiscal years if so approved by Council.

Whereas, The City issued a Request for Proposal #974 for Diving Services for the Water Treatment Services Unit for inspection and cleaning of drinking water intakes, hydroelectric generating station intakes, and underwater structures at the City’s dams;

 

Whereas, The City requires annual diving services to maintain operation of its drinking water intakes in Barton Pond and the continued service and operation of its recreational dams and hydroelectric generation infrastructure;

 

Whereas, Of the 3 proposals received, Sea-Side Diving, Inc. provided the most qualified staff at the most competitive price; and

 

Whereas, Sea-Side Diving, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances.

 

RESOLVED, That Council accepts the proposal and awards a services agreement to Sea-Side Diving, Inc. in the amount not-to-exceed $25,000.00 per year, for a total not-to-exceed amount of $75,000.00 for three years of services;

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract for services after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That diving services for FY18 and FY19 will be funded from the operating and capital budgets for these fiscal years if so approved by Council; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution, including authorization of the two one-year renewals.
