Resolution to Approve an Agreement with the Michigan Department of Transportation for the West Stadium Boulevard RRFB Project

Memorandum

Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the installation of Rectangular Rapid Flashing Beacons (RRFBs) at three locations along West Stadium Boulevard. The RRFBs will be purchased and installed by City forces.

 

Budget/Fiscal Impact

The total estimated cost to procure and install the RRFBs is as follows:

The Highway Safety Improvement Program (HISP) funds are available only for this project (cannot be transferred to another City of Ann Arbor project) and will pay 80% of the eligible project cost up to $27,360. 

 

West Stadium Blvd RRFBs

In September of 2014, the City applied to MDOT for HISP funds to install RRFBs at three locations along West Stadium Blvd which have existing crosswalks and pedestrian Islands. These crosswalks are located near Collingwood Drive, near Thaler Avenue, and south of West Liberty Street. In April of 2015 MDOT notified the City that the project had been approved for federal funding. Subsequently, the construction plans were reviewed and approved by MDOT for the RRFBs to be procured by the City and installed by City forces. 

 

City-State Agreement

One requirement for this type of project is that the City enters into an agreement with the State of Michigan stipulating the funding split and other rights and responsibilities of the parties.  It is the same form of agreement that has been on other federally funded projects.  The Highway Safety Improvement Program (HISP) will pay 80% of eligible participating construction costs up to the maximum of $27,360.00 that was programmed for this project. All other project costs will be funded from the street resurfacing millage.

Whereas, Highway Safety Improvement Program (HISP) funds up to $27,360.00 are available for the installation Rectangular Rapid Flashing Beacons (RRFBs) at three locations along West Stadium Boulevard;

 

Whereas, Funding for the local share for this project is available in the approved Street and Sidewalk Repair millage; and

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute a contract with the Michigan Department of Transportation for the West Stadium Boulevard RRFB Installation Project (MDOT Contract No. 16-5339), substantially in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;

 

RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this project, including issuing Traffic Control Orders as necessary; and

 

RESOLVED, That Council authorizes the City Administrator to take necessary administrative actions to implement this resolution.
