Resolution to Approve New Fees for Commercial Quadricycle Operating Permit
Memorandum
Chapter 131 of the Ann Arbor City Code was adopted to regulate the operation of Commercial Quadricycles on streets, highways, and thoroughfares within the City. Attached for your consideration and approval is a resolution establishing new fees for a Commercial Quadricycle operation permit.

Under the provisions of the chapter, the City is required to charge a non-refundable fee to recover the cost of activities associate with the administration, regulation and issuance of decals and operating permits. Fees are to be determined by resolution of City Council on the recommendation of the City Administrator.

When determining fees, Service Units take into account expenses such as labor, materials and supplies, equipment and overhead costs. Vehicle regulations under the chapter require:
* An Operating Permit Application filed with the City Clerk, which application is subject to administrative review.
* Vehicle inspection by the City of Ann Arbor Police Department prior to operation of the vehicle.
* Issuance of a non-transferable vehicle identification number visible on both sides of the vehicle

The fees amounts have been reviewed by the Service Units involved and City Administration recommends approve of the fees.

The Council Liquor License Review Committee reviewed these fees at their May 26, 2016 meeting and recommends approval.
