Attached for your review and approval please find a resolution that awards a construction contract to Douglas N Higgins, Inc. in the amount of $413,343.50 for the Ferdon Wells Storm Sewer Rehabilitation Project.

Budget/Fiscal Impact

The FY 2016-2021 Capital Improvements Plan (CIP) includes the Ferdon Wells Storm Sewer Rehabilitation Project. Funding for the project is included in the approved Stormwater capital budget.

Project Description

This project consists of the installation of approximately 785 feet of storm sewer within Ferdon Road and Wells Street. This storm sewer is necessary to replace an existing cross-lot storm sewer that extends beneath the residence at 1216 Ferdon Road, which has begun to deteriorate and must be abandoned to prevent structural damage to the house. The project is expected to begin in June 2016.

Plans and specifications were advertised through BidNet. Five bids were received and opened on April 26, 2016. The lowest responsible bid, in the amount of $413,343.50 was $4,312.50 below the engineer's estimate. Attached is a summary of the bids received for the project.

Douglas N Higgins, Inc. complies with the requirements of the non-discrimination and living wage ordinances.
