Attached for your review and consideration, please find a resolution to approve a contract agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Geddes Road Guardrail Replacement Project. The agreement defines the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Highway Safety Improvement Program (HSIP).

The Geddes Road Guardrail Replacement Project consists of the removal and replacement of the guardrail on north and south sides of Geddes Road between Huron Parkway and Windycrest Drive, to improve the safety of motorists in this area. The guardrail is leaning due to erosion resulting from a water main break and a roadway drainage issue, which was addressed and corrected prior to this project. The project will repair the water main break washout area and rebuild the eroded sideslope. A weekend closure of Geddes Road between Huron Parkway and Earhart Road will be required to ensure the safety of motorists and the contractor during the placement of fill in the eroded areas. Construction is expected to begin on or after August 1, 2016 and be completed by September 1, 2016.

Completed plans were submitted to MDOT in February of 2016, and the project was advertised in April for the May 6, 2016 MDOT bid letting. This memorandum and resolution were prepared prior to the letting date so bid results were not available. MDOT will award a contract to the qualified low bidder and administer the contract. The City will act as the project engineer.
