Whereas, The roads and non-motorized paths in the City of Ann Arbor do not meet the aspirations of residents or the expectations of visitors;

Whereas, Washtenaw County has exercised its authority under Act 283 to levy a 0.5-mill rate millage for road maintenance during the past two (2) years;

Whereas, The City of Ann Arbor has been able to address 10+ miles of roads thanks to the Washtenaw County's Section 283 millage;

Whereas, The Washtenaw County Board of Commissioners is considering whether to ask the voters to approve a four (4) year, 0.5-mill rate millage to fund road and non-motorized path improvements;

Whereas, The passage of this millage would not constitute a tax increase in so far as the County has levied a Section 283 millage each of the past two (2) years;

Whereas, The levying of such a millage would provide Ann Arbor with approximately $2M+ in FY 2017 to effect road and non-motorized path repairs;

Whereas, Staff believes that the City of Ann Arbor has the capacity to utilize the monies generated by such a millage to effect road and non-motorized path repairs;

Whereas, The non-motorized paths in Ann Arbor and Washtenaw County are critical and underfunded elements of our transportation infrastructure;

Whereas, Additional road and non-motorized path maintenance will improve the quality of life for residents of the City of Ann Arbor; and

Whereas, The Washtenaw County Board of Commissioners may consider whether to place the millage on the August 2, 2016 ballot as early as May 4, 2016;

RESOLVED, That the City of Ann Arbor endorses the recommendations of the Washtenaw County Road Commission and respectfully requests that the Washtenaw County Board of Commissioners exercise its authority to ask the voters at the August 2016 election to approve a levy a four (4) year, 0.5-mill rate millage to raise additional monies for road repairs and non-motorized pat...
