Memorandum

The attached resolution authorizes the purchase from Truck and Trailer Specialties, Dutton, MI four dump bodies to be mounted on two Freightliner single axle chassis and two Ford F450 one ton truck chassis for use by the Public Services Area, Field Operations Unit.

 

Two of the dump trucks bodies listed in this resolution are to be mounted to two 2017 Freightliner chassis whose approval to purchase is presented on a separate resolution on tonight’s Council agenda. The other two dump bodies are to be mounted on two Ford F450 one ton truck chassis that were previously approved by Council and recently delivered.

 

The City of Rochester Hills in cooperation with City of Auburn Hills, City of Farmington Hills, City of Madison Heights, City of Midland, City of St. Clair Shores, City of Troy and the City of Warren issued a Request for Proposal for the purchase of dump trucks, parts, and related services. The proposal was developed with the intent of procuring single axle dump trucks for municipal services meeting all of the entities specifications, and to create a contract that would offer a comprehensive list of chassis, truck equipment, parts and related services. The comprehensive cooperative contract is available for use by all MITN entities.

 

Of the five responses received, Truck and Trailer Specialties, Inc., Dutton, MI was selected unanimously by all participating communities as the most responsible responder to RFP-RH-13-030 for supply and installation of truck equipment.

 

The price breakdown of each unit is as follows: the first unit will be mounted on a Freightliner chassis and include, a fourteen foot dump body with Pneu-Logic joystick controller, hydraulic system, electric tarp system, wood chipper dump body cap, safety lighting and installation for the cost of  $44,166.00. The second unit that will be installed on a Freightliner chassis will include all of the above items plus an underbody scraper and GPS/AVL system for use during snow events for the price of $54,559.00. Both of these two units will be used by the Forestry unit.

 

A nine foot stainless steel dump body with front mounted snow plow, hydraulic system, semi-automatic tarp system, and safety lighting will be installed on a F-450 chassis for the cost of $30,026.00 for use by the Street Maintenance Unit. The second Ford F-450 chassis will have all of the above items plus an electronic spreader control and tailgate replacement salt spreader for the cost of $34,104.00. This unit will be used by the Parks and Open Spaces unit. The total cost for all units equipment and installation is $162,855.00.

 

These dump bodies, once installed on the chassis, will replace five existing units.  A 2001 single axle dump truck, with an underbody scraper, with 13,897 hours of use whose repair cost has exceeded 131% of the purchase price of the vehicle.  A 2001 single axle dump truck with 9,625 hours of use whose repair cost has exceeded 112% of the purchase price of the vehicle. A 2001 single axle dump truck with 7,001 hours of use whose repair cost has exceeded 99% of the purchase price of the vehicle. A 2006  one ton pickup truck with dump body and front mounted snow plow with 8,825 hours of use whose repair cost has exceeded 186% of the purchase price of the vehicle.  A 2006 one ton pickup truck with dump body, front mounted snow plow and salt spreader with 4,891 hours of use whose repair cost has exceeded 390% of the purchase price of the vehicle.

 

Adequate funds for these purchases are available in the approved FY 2016 Field Operations Forestry Operations Park Maintenance and Capital Improvements Millage operation and maintenance budget and the Field Operations Street Maintenance Local Streets operations and maintenance budget.   

 

Truck and Trailer Specialties, Inc. complies with the requirements of the City’s non-discrimination ordinances.

Whereas, The Fleet & Facilities Unit needs to purchase replacement dump trucks and snow plows for the City’s fleet;

 

Whereas, Truck and Trailer Specialties, Inc. was the most responsible bidder to the City of Rochester Hills RFP-RH-13-030 and MiDeal Cooperative Purchasing Contract 071B1300074; and

 

Whereas, Truck and Trailer Specialties, Inc. complies with the requirements of the City’s non-discrimination ordinances;

 

RESOLVED, That City Council approve the issuance of a purchase order to Truck and Trailer Specialties, Inc. for the purchase of one fourteen foot dump body at $44,166.00, one fourteen foot dump body and underbody scraper at $54,559.00, one nine foot stainless steel dump body and front mounted snow plow at $30,026.00, and one nine foot stainless steel dump body with tailgate salt spreader and front mounted snow plow at $34,104.00 for a total of $162,855.00;

 

RESOLVED, That funds in the amount of $128,597.00 for the purchase of this equipment come from the FY16 Fleet Services budget with funds to be available without regard to fiscal year;

 

RESOLVED, That funds in the amount of $17,695.00 for the purchase of this equipment come from the approved FY 2016 Field Operations Forestry Operations Park Maintenance and Capital Improvements Millage operation and maintenance budget with funds to be available without regard to fiscal year;

 

RESOLVED, That funds in the amount of $16,563.00 for the purchase of this equipment come from the approved FY16 Street Maintenance Local Streets operations and maintenance budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the assets being replaced (nos. 4487, 4503, 4666, 6424, 6444, 6525, 6603, 6604 and 6605) be sold at the next City vehicle auction held after the vehicles and equipment are removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
