Resolution to Approve a Contract with Washtenaw County Community Mental Health to provide Mental Health Treatment Services to Sobriety Court and Mental Health Court Defendants ($85,752.50)
Memorandum
This resolution seeks Council approval for a service contract with Washtenaw County Community Mental Health for mental health services to 15th Judicial District Court defendants who are participants in the Sobriety Court and Mental Health Court programs. These services are funded by grant funds through the State Court Administrative Office for Grant Fiscal Year 2016, and without regard to City Fiscal Year.
Approval of a ten percent (10%) contract contingency is also requested to allow the Court to increase services should additional funds become available for mental health services through an approved SCAO grant program budget amendment [e.g., approved grant project line-item budget adjustments within the total program award.]
Budget/Fiscal Impact: Funding for treatment services under this contract are provided for through the State Court Administrative Office Michigan Drug Court Grant Program (SCAO-MDCGP) ($34,675.00) and the State Court Administrative Office Michigan Mental Health Court Grant Program (SCAO-MMHCGP) ($51,077.50) grant program.
Grant awards were accepted and contracts approved by City Council on October 19, 2015 (R-15-352 and R-15-353).

Whereas, The Michigan Supreme Court State Court Administrative Office has awarded grant funds to the 15th Judicial District Court for mental health treatment services to 15th Judicial District Court defendants who are participants in the Court’s Sobriety Court and Mental Health Court programs;
Whereas, The 15th Judicial District Court has determined that Washtenaw County Community Mental Health is an appropriate and skilled provider of such services; and
Whereas, It is in the best interests of the City of Ann Arbor and in the best interests of justice to enter into a service contract with Washtenaw County Community Mental Health;
RESOLVED, That a service contract with Washtenaw County Community Mental Health for mental health treatment services to 15th Judicial District Court Sobriety Court and Mental Health Court defendants be approved;
RESOLVED, That City Council approve a ten percent (10%) contingency in the amount to be expendable from available SCAO grant funds during the life of the grant without regard to fiscal year with the approval of the SCAO and the City Administrator;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract after approval as to substance by the City Administrator and as to form by the City Attorney, without regard to City Fiscal Year; and
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
