Memorandum
This memorandum and resolution requests approval to award a purchase order to Layne Christensen Company in the amount of $21,111.00 to replace the well pump at the Steere Farm Well House #741. Because of previous work completed by Layne Christensen during this fiscal year on this project, the additional funding requested as part of this resolution would exceed the threshold requiring Council approval. For this reason, Council approval is requested for award of this purchase order.

Steere Farm well field is an integral part of the City's drinking water system. Steere Farm is a series of three well houses that pump groundwater to the City of Ann Arbor Water Treatment Plant, accounting for approximately 15% of the WTP's source water. Well pump #741 is one of these pumps.

The replacement involves the labor and materials required to remove the existing pump and reinstall a new pump. This work is in conjunction with the existing Steere Farm Improvements Project which is part of the approved FY16 Capital Improvement Plan. As part of this project, Layne Christensen is a subcontractor to Tetra Tech. Their scope of work includes removing each of the well pumps and performing a condition assessment. During their evaluation, they discovered that the pump possessed significant wear and corrosion and that replacement is more cost effective than repair. In December 2015, Layne Christensen replaced pump #25 at Steere Farm based on a similar assessment. Because of their previous experience and involvement in assessing the pump condition as part of the Steere Farm Improvements Project, Layne Christensen is uniquely qualified to perform the work required and has been identified as the sole source of these services.
