Resolution to Award a Construction Contract to Doan Construction Company (Bid No. 4417) for the 2016 Ramp & Sidewalk Repair Project ($1,648,829.00)

Memorandum

Attached for your review and approval is a resolution to award a construction contract to Doan Construction Company in the amount of $1,648,829.00 for the 2016 Ramp & Sidewalk Repair Project.

 

Budget Impact

Funding for the project is included in the approved FY 16 Resurfacing and Sidewalk Repair Millage capital budget.

 

The 2016 Ramp & Sidewalk Repair Project will consist of the repair of deficient sidewalks in approximately 20% of the City in 2016, as part of the final year of a 5-year program to perform maintenance on the City’s entire sidewalk system.

 

The project also includes the continued replacement of sidewalk curb ramps to meet the requirements of the Americans with Disabilities Act (ADA) as required by the Consent Decree.

 

The Ramp & Sidewalk Repair Project is created as a unit price contract with the understanding that the actual quantities used in construction will vary. The attached map shows the areas of the City and their schedule for repair.

 

Project specifications were distributed electronically to contractors, subcontractors, and suppliers. One bid was received and opened on February 24, 2016, in the amount of $1,648,829.00. Staff evaluated the bid and found the bid prices to be reasonable and in line with current concrete prices. The single responsible bid is $27,371.00 lower than the engineer's estimate of $1,676,200.00.

 

Doan Construction Company complies with the requirements of the nondiscrimination and living wage ordinances.

Whereas, The 2016 Ramp & Sidewalk Repair Project is necessary to maintain high quality pedestrian facilities in the City of Ann Arbor;

 

Whereas, The 2016 Ramp & Sidewalk Repair Project includes the repair of deficient sidewalks in approximately 20% of the City and the continued replacement of sidewalk curb ramps to meet the requirements of the Americans with Disabilities Act (ADA) and the approved Consent Decree;

 

Whereas, The City of Ann Arbor approved Street Millage capital budget includes sufficient funds for the annual Ramp & Sidewalk Repair Project;

 

Whereas, Competitive bids were received by Procurement on February 24, 2016 and Doan Construction Company was the sole responsible bidder;

 

Whereas, Staff evaluated the submitted proposal and found Doan Construction Company’s bid to be reasonable and in line with current concrete prices;

 

Whereas, Doan Construction Company performed ramp and sidewalk repairs from 2012 through 2015 to the satisfaction of the City;

 

Whereas, The contractual proposal sets forth the services to be performed by said company, and the payments to be made by the City there for, all of which are agreeable to the City; and

 

Whereas, Doan Construction Company complies with the requirements of the Nondiscrimination and Living Wage Ordinances;

 

RESOLVED, That a contract in the amount of $1,648,829.00 be awarded to Doan Construction Company for the construction of the 2016 Ramp & Sidewalk Repair Project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the Public Services Area Administrator and City Administrator; and

 

RESOLVED, That a contingency amount of $200,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with Doan Construction Company, not to exceed that amount, in order to satisfactorily complete this project; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
