Memorandum

Attached for your review and approval is a resolution to award a Contract to Sidewalks Plus USA in the amount of $197,940.00 for the 2016 Sidewalk Cutting. 

 

Budget Impact

The project is an anticipated annual expenditure and will be funded from the approved FY 16 Street Resurfacing and Sidewalk Repair Millage capital budget.

 

The 2016 Ramp & Sidewalk Repair Project consists of the repair of deficient sidewalks in approximately 20% of the City as part of the final year of a 5-year program to perform maintenance on the City’s entire sidewalk system.

 

The work of this agreement is the horizontal cutting of sidewalk slabs that have “vaulted” or “displaced” joints.  By horizontally cutting sidewalk that is in otherwise good condition, the City can avoid its removal and replacement.  Based on the current unit prices that received from the contractor for this year’s ramp and sidewalk project, the cutting of one transverse joint that is vaulted will save the City about $170.00 (based upon a typical 5’ wide sidewalk that is 4” thick) per location on average.  The scope of the cutting is to cut vaulted sidewalk slabs where the vertical displacement is greater than ½” in height.  Vertical displacements greater than 1” in height are considered to be too large for cutting and are generally planned to be removed and replaced with new sidewalk.

 

Project specifications were distributed electronically to contractors, subcontractors, and suppliers. Two bids were received and opened on February 25, 2016. The lowest responsible bid, in the amount of $197,940.00 is approximately $42,060.00 lower than the engineer's estimate of $240,000.00.  A tabulation of the bids is also attached.

 

Sidewalks Plus USA is complies with the requirements of the Nondiscrimination and the Living Wage Ordinances.

Whereas, The 2016 Ramp & Sidewalk Repair Project is necessary to maintain high quality pedestrian facilities in the City of Ann Arbor;

 

Whereas, The 2016 Ramp & Sidewalk Repair Project includes the repair of deficient sidewalks in approximately 20% of the City;

 

Whereas, The City of Ann Arbor approved Street Millage capital budget includes sufficient funds for the annual Ramp & Sidewalk Repair Project;

 

Whereas, horizontal sidewalk cutting to eliminate vertical displacements is a cost-effective and low impact solution to assist the City in repairing sidewalks;

 

Whereas, Competitive bids were received by Procurement on February 25, 2016 and Sidewalks Plus USA was the lowest responsible bidder;

 

Whereas, The contractual proposal sets forth the services to be performed by said company, and the payments to be made by the City there for, all of which are agreeable to the City; and

 

Whereas, Sidewalks Plus USA is complies with the requirements of the Nondiscrimination and the Living Wage Ordinances.

 

RESOLVED, That a contract in the amount of $197,940.00 be awarded to Sidewalks Plus USA for the 2016 Sidewalk Cutting as part of the 2016 Ramp & Sidewalk Repair Project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the Public Services Area Administrator and City Administrator; 

 

RESOLVED, That a contingency amount of $25,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with Sidewalks Plus USA, not to exceed $25,000.00 in order to satisfactorily complete this project; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
