Memorandum
Attached is a resolution to authorize a service purchase order with Coach's Catastrophe Cleaning & Restoration Services for cleaning and sanitation services for sanitary sewer backups at single and multi-family dwellings.
 
The City of Ann Arbor contracts basement cleaning and sanitation services after sanitary sewer backups that results from a blockage or a surcharge in city owned and maintained sanitary sewers.  This purchasing agreement will be used when it is determined by Field Operations, Water Utilities personnel that the backup was due to a blockage or surcharge in a city owned and maintained sanitary sewer.
 
The City advertised for bids and Coach's Catastrophe Cleaning & Restoration Services was the lowest responsible bidder.  SunGlo Services provided bid prices for cleaning and sanitizing only, and did not include prices for removal, disposal, cleaning, sanitizing and drying as needed to restore the area to proper health standards.  SunGlo Services' bid was determined to be incomplete.
 
Estimated cost of cleaning and sanitizing a 900 sq. ft. carpeted area per bid specification (unit cost):
 
SunGlo Services - $387.00 for cleaning and sanitizing only
Coach's - $1,776.76 for removal, disposal, cleaning, sanitizing, drying
 
Coach's Catastrophe Cleaning & Restoration Services received Human Rights Contract Compliance approval on May 16, 2008.
 
Sufficient funds have been budgeted in the approved FY09 Public Services Field Operations Unit, Sewage Disposal System operating budget (Fund 0043).

Whereas, The Public Services Field Operations Unit does not have the resources to undertake training and licensing of their employees for catastrophe cleaning and sanitizing areas after a sanitary sewer backup or surcharge;
 
Whereas, Funds are available in the FY09 Field Operations, Sewage Disposal System operations & maintenance budget for cleaning and sanitation services;
 
Whereas, Coach's Catastrophe Cleaning & Restoration Services is the lowest responsible bidder (Bid No. ITB-3961); and
 
Whereas, Coach's Catastrophe Cleaning & Restoration Services, received Human Rights Contract Compliance approval on May 16, 2008;
 
RESOLVED, That City Council accept the bid of Coach's Catastrophe Cleaning & Restoration Services for cleaning and sanitation services for sanitary sewer backups in single and multi family dwellings in accordance with Bid No. ITB-3961;
 
RESOLVED, That the City Administratror be directed to enter into a purchasing agreement in accordance with this resolution at a projected cost of approximately $70,000.00 for a one year term ending on June 30, 2009;
 
RESOLVED, That Council authorize the City Administrator to renew the agreement for up to two (2) one (1) year periods if agreeable by both the City and Coach's Catastrophe Cleaning & Restoration Services subject to the annual appropriation of funds in FY10 and FY11; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
