Resolution to Approve Application Fee for Backyard Chickens Permit

Ordinance No. 08-19 (Animals - Backyard Chickens) was approved by City Council on June 2, 2008 and is effective August 7, 2008. The approved ordinance states that any resident wishing to keep backyard chickens must first receive a permit from the City Clerk, with an application fee to be determined by City Council resolution. The attached resolution for your consideration and approval will set the permit application fee at $20.00 for a 5-year permit to keep backyard chickens. The fee was determined based upon estimated costs for the City Clerk's Office to manage the permitting process. Benchmarking suggests that the proposed fee is consistent with backyard chicken permit fees charged by other communities; the City of Madison, Wisconsin charges $10.00 annually for a license and Missoula, Montana charges $15.00 annually.

Based upon the requirements of the approved ordinance, an application form for the issuance of the permit was created, which includes an adjacent neighbor consent form. The application form and neighbor consent form were reviewed and approved by the City Attorney's Office. A copy of the permit application form is attached to this resolution for your information.
