Attached for City Council review and approval is a resolution to approve an amendment to the FY 08 contracts with Catholic Social Services of Washtenaw County and Home of New Vision to provide substance abuse treatment and prevention, adult day care, mental health counseling, and supervised visitation and exchange services from (January 1, 2007 - June 30, 2008).

During the FY 08 Housing and Human Services Request for Proposals process, the Community Development Executive Committee recommended, and City Council approved, a set-aside of $57,400 in the General Fund budget to (1) assist agencies that will absorb customers displaced by the announced closure of HelpSource effective Fall 2007; and (2) fund collaborative efforts of local nonprofits aimed at recognizing the importance of partnerships (R-240-6-07).

Of the agencies that assumed HelpSource clients and programs, two are Ann Arbor nonprofit organizations: Catholic Social Services of Washtenaw County and Home of New Vision. Both agencies took over multiple programs from HelpSource, absorbing both program staff and consumers. Community Development staff met with both agencies to obtain an estimate of the additional number of service hours per month provided by each agency since acquiring the new programs. Of a total increase of 802 service hours per month, Catholic Social Services of Washtenaw County experienced an increase of 648 (83%), while Home of New Vision experienced an increase of 154 (17%).

Based on this division of additional service hours, Community Development staff recommends that 83%, or $47,400, of the budgeted $57,400 be allocated to Catholic Social Services of Washtenaw County, while 17%, or $10,000, be allocated to Home of New Vision.
