Memorandum
The 2008 Pre-Disaster Mitigation Program (PDM) grant application period is now open. To be eligible a community must have a FEMA-approved hazard mitigation plan to apply for project grants. The March 2007 Flood Mitigation Plan makes the City of Ann Arbor eligible for these funds. The PDM program provides funds for implementation of mitigation projects. Flood hazard mitigation activities are intended to reduce or eliminate future property damages and/or loss of life from natural hazards such as floods. Most grants are funded with 75% Federal share and 25% local match. In order to be considered for PDM funding, the community must submit a Notice of Intent (NOI) to the Michigan State Police, Emergency Management and Homeland Security Division (EMHSD). The EMHSD will review the NOIs to determine if the activities described are eligible for grant funding. NOIs must be submitted to the EMHSD no later than December 14, 2007. If the project is eligible the City will be invited to complete a grant application which will be due to EMHSD by January 18, 2008.

Systems Planning staff has submitted a Notice of Intent form to EMHSD seeking funds to remove floodplain structures on City owned land at the recently vacated yards in the Allen Creek floodplain. The specific structures included in the NOI are listed below:

721 N, Main St. - There are two structures that lie entirely within the floodway on this site. #1 - A 60ft X 115 ft (6900 sf) salt storage structure. #2 - A 42 ft X 200 ft (8400 sf) vehicle storage building. Additionally, there are other smaller structures, including fences, fuel storage tanks, and a pump island canopy located in the floodfringe that could be removed at the same time as the two larger structures mentioned above.
