The special session of the Ann Arbor City Council was called to order at 12:19 p.m. in the
City Hall Council Chamber by Mayor Ingrid B. Sheldon.
ROLL CALL OF COUNCIL
PRESENT : Councilmembers Tobi Hanna-Davies, Patricia Vereen-Dixon, Peter Fink,
Jane Lumm, Jean Carlberg, Peter Nicolas, Stephen C. Hartwell,
Christopher Kolb, Mayor Ingrid B. Sheldon, 9.
ABSENT : Councilmembers Haldon L. Smith, Elisabeth L. Daley, 2.
NOTICE OF CALL OF SPECIAL SESSION
The certification and notice of call of special session was read and ordered placed on file
with the City Clerk.
PUBLIC COMMENTARY - RESERVED TIME
LETTY WICKLIFFE - CITY ADMINISTRATOR
Letty Wickliffe, 1200 Earhart Rd., spoke in support of Roger Crum for the position of City
Administrator. Ms. Wickliffe stated that Mr. Crum is highly qualified for the position and
should not be rejected because of the comment he made regarding wife beating. She
further stated that his rejection over such a comment is ridiculous, petty and appears to be
political.
LELAHNI WESSINGER - CITY ADMINISTRATOR
Lelahni Wessinger, representing the Coalition for Common Sense in City Government,
spoke in favor of Roger Crum for the position of City Administrator. Ms. Wessinger stated
that Mr. Crum is highly qualified for the job and that she believes the reports of his aside
about wife beating were blatant efforts to sandbag this candidate for political purposes.

APPROVAL OF AGENDA
AGENDA APPROVED AS PRESENTED
Councilmember Lumm moved that the agenda be approved as presented.
On a voice vote the Mayor declared the motion carried.
MOTIONS AND RESOLUTIONS
R-425-9-95 APPROVED AS AMENDED
RESOLUTION REGARDING THE CITY ADMINISTRATOR POSITION
A resolution regrading the City Administrator position was considered.
Councilmember Nicolas moved that the resolution be adopted with the name of Roger
Crum inserted as the candidate to be offered the position of City Administrator.
Council unanimously agreed that the following paragraph be added to the resolution:
RESOLVED, That the appointment be contingent upon the signing of
a mutually agreeable contract and the successful conclusion of the
background checking.
The question being the resolution as amended, on roll call the vote was as follows:
Yeas, Councilmembers Fink, Lumm, Nicolas, Kolb, Mayor Sheldon, 5;
Nays, Councilmembers Hanna-Davies, Vereen-Dixon, Carlberg, Hartwell, 4.
The Mayor declared the motion defeated.
Councilmember Hartwell moved that the resolution, with the paragraph making the
appointment contingent upon a signed contract and completed background check, be
placed on the table for reconsideration.
On roll call the vote was as follows:
Yeas, Councilmembers Hanna-Davies, Vereen-Dixon, Fink, Lumm, Carlberg, Hartwell,
Kolb, Mayor Sheldon, 8;

Nays, Councilmember Nicolas, 1.
The Mayor declared the motion carried.
Councilmember Kolb moved that the resolution be adopted.
Councilmember Kolb moved that the resolution be amended by inserting the name of Neal
Berlin as the candidate to be offered the position of City Administrator.
On roll call the vote was as follows:
Councilmembers Hanna-Davies, Vereen-Dixon, Carlberg, Hartwell, Kolb, Mayor Sheldon,

Nays, Councilmembers Fink, Lumm, Nicolas, 3.
The Mayor declared the motion carried.
The question being the resolution as amended, on roll call the vote was as follows:
Yeas, Councilmembers Hanna-Davies, Vereen-Dixon, Carlberg, Hartwell, Kolb, Mayor
Sheldon, 6;
Nays, Councilmember Fink, Lumm, Nicolas, 3.
The Mayor declared the motion carried.
The resolution as adopted reads as follows:

RESOLUTION REGARDING THE CITY ADMINISTRATOR POSITION
RESOLVED, That the Human Resources Director be hereby authorized to offer the
position of City Administrator to Neal Berlin; and
RESOLVED, That the appointment be contingent upon the signing of a mutually
agreeable contract and the successful conclusion of the background checking.
