Resolution to Approve the Purchase of Snow Removal Equipment from Kodiak America LLC ($72,400.00)

Memorandum

The attached resolution authorizes the purchase of a Kodiak America loader mounted snow blower with the primary use as snow removal equipment at the Ann Arbor Municipal Airport. The self-contained snow blower will be one of multiple attachments available to mount on the wheel loader purchased last year.  These attachments include a 12’ rotary broom and large push plow.  The new loader, with attachments, will be used for pavement clearing during snow events at the airport.  It will also be the backup to our primary snow broom, a 1988 Sweepster self propelled 20’ broom and air blower.

 

Proposals were solicited by the City through ITB #4413.  Four proposals were received and the bid from Kodiak America LLC was the lowest responsible bidder. 

 

As snow removal equipment, the snow blower purchase is eligible for grant funding through the Airport Capital Improvement Program (ACIP) managed by the Michigan Department of Transportation Office of Aeronautics (MDOT-Aero) for the Federal Aviation Administration (FAA).  Like the new loader, the snow blower has been programmed in the airport’s ACIP.

 

Funding for the equipment will comprise of 90% federal funds, 5% state funds and 5% local airport funds.  The airport’s share of this funding is included in the airport’s current operating budget.  All funding (local, state and federal) for this purchase will come from fees paid by users of aviation industry services. Grant funding for the equipment will come from the airport’s annual entitlement grant, not discretionary grant funding.  MDOT-Aero’s standard sponsor contract for the grant will be available for Council’s consideration in late April or early May. 

 

Adequate funds for this purchase have been budgeted in the Airport budget for fiscal year 2016.

 

Kodiak America LLC complies with the requirements of the City’s non-discrimination ordinances.

Whereas, The Fleet & Facilities Unit needs to purchase snow removal equipment for the Ann Arbor Municipal Airport;

 

Whereas, grant funding is available for the purchase of this equipment through the Airport Capital Improvement Program of the Federal Aviation Administration;

 

Whereas, Kodiak America LLC was the lowest responsible bidder to ITB #4413 issued by the City of Ann Arbor;

 

Whereas, Kodiak America LLC complies with the requirements of the City’s non-discrimination ordinances; and

 

Whereas, Funds for the purchase of the equipment are available in the approved FY16 Airport operation and maintenance budget;

 

RESOLVED, That City Council approve the issuance of a purchase order to Kodiak America LLC for the purchase of one new loader mounted snow blower, in compliance with the requirements of ITB #4413, in the amount of $72,400.00;

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
