Memorandum

Attached for your review and action is a resolution to approve a $38,373.51 contract with Tennis Courts Unlimited, Inc. to renovate tennis courts at Sugarbush, Woodbury and South Maple Parks.

 

Budget/Fiscal Impact:  Funding for the Woodbury portion of the project ($18,124.03, including 10% contingency) is available in approved Parks Memorials & Contributions Fund from the developer contribution for Packard Square. The remaining funding ($24,086.48) is available in the approved FY2016 Park Maintenance and Capital Improvement Millage budget.

 

The City has been making improvements to existing tennis courts that are in disrepair. The tennis courts at Sugarbush, Woodbury and South Maple Parks all have significant cracks in the surface that are making play difficult and unsafe. A crack repair system is being proposed that will prolong the life of the courts for between 5-10 years. The courts at South Maple Park will also be lined for Pickleball. The most recent PROS plan survey identified the need for pickleball courts as a strong community desire.  

 

A mailing was sent to all residents within a ¼ mile radius of these parks informing them of the renovations, and a public meeting was held on Wednesday, February 17th to discuss the projects.  

 

Game court repairs are identified in the CIP and PROS plan as park priorities. The project meets multiple Sustainability Goals, including:

                     Sustainable Systems

 

Three bids were received by the City for this project:

 

Tennis Courts Unlimited, Inc.                     $38,373.51*

Goddard Coatings Company                     $43,000.00

American Sealcoating, Inc.                     $70,447.00**

*Lowest responsible bidder.

 

Staff is recommending awarding a contract to Tennis Courts Unlimited, Inc. in the amount of $38,373.51 for renovations to tennis courts at Sugarbush, Woodbury and South Maple Parks. A 10% construction contingency ($3,837.00) is requested to cover potential contract change orders to be approved by the City Administrator.  It is requested that a $42,210.51 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

The Park Advisory Commission recommended approval of this contract at their March15, 2016 meeting.

Whereas, The Sugarbush, Woodbury and South Maple Parks tennis courts are in disrepair and in need of renovation, 

 

Whereas, The Parks and Recreation Open Space Plan recommends infrastructure improvements for tennis courts that are in disrepair; 

 

Whereas, The project supports multiple City sustainability goals;

 

Whereas, Funding is available in the approved Parks Memorials & Contributions Fund from the developer contribution for Packard Square and in the approved FY2016 Park Maintenance and Capital Improvement Millage budget;

 

Whereas, The Park Advisory Commission recommended approval of this contract at their March 15, 2016 meeting;

 

Whereas, Competitive bids were received by Purchasing on February 24, 2016;

 

Whereas, Tennis Courts Unlimited, Inc. submitted the lowest responsive bid; and

 

Whereas, Tennis Courts Unlimited, Inc. complies with the requirements of the City’s Non-discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve a contract with Tennis Courts Unlimited, Inc. to renovate the tennis courts at Sugarbush, Woodbury and South Maple Parks, and approve a construction contingency of $3,837.00 (10%) to cover potential contract change orders for a total contract amount of $42,210.51 for the life of the project without regard to fiscal year;

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
