Resolution to Improve Pedestrian Crosswalk on Huron Parkway near Huron High School (8 Votes Required)

Whereas, A pedestrian crosswalk currently exists on Huron Parkway, north of Geddes at the Huron High School ingress driveway;
Whereas, Many Huron students and staff cross four lanes of traffic twice daily at the crosswalk to access the AAATA bus stop on the east side of Huron Parkway;
Whereas, The Ann Arbor Public Schools (AAPS) Transportation Safety Committee has identified this crosswalk as a priority safety concern;
Whereas, City staff has determined that an enhancement to this crosswalk such as Rectangular Rapid Flashing Beacon (RRFB) would be warranted and staff estimates the total cost to improve the crossing design and install RRFB's at this location would be $117,000.00;
Whereas, The City was notified on March 2nd that its grant request for funding for the Huron Parkway crosswalk improvements was not awarded;
Whereas, Pedestrian crosswalk improvements have been completed as part of City street reconstruction/resurfacing projects, but there are no near-term major construction plans for Huron Parkway;
Whereas, The Alternative Transportation Fund is an eligible funding source for pedestrian crosswalk improvements and the FY16 capital expenditure budget includes a $50,000.00 provision in the Alternative Transportation fund for RRFB Installations-STPU Matching Funds; and
Whereas, City Council concurs with the AAPS Transportation Safety Committee and City staff that the Huron Parkway pedestrian crosswalk is a high priority location for pedestrian safety improvements;
RESOLVED, The City will make improvements (install RRFB's and/or other actions staff determines are appropriate) to the pedestrian crosswalk located on Huron Parkway, North of Geddes at Huron High School as soon as is practical and with the objective of completing the improvements prior to the start of the 2016-17 school year; and
