Memorandum

Attached for your review and consideration is a resolution to authorize the award of a construction contract to United Resource LLC in the amount of $232,669.00 for the Sanitary Sewer Cleaning and Televising Project.

 

The project was advertised for bid on the City's website and on the Michigan Inter-governmental Trade Network (ITB-4409). Six bids were received and publically opened on November 5, 2015.  The low bid was from Advanced Underground Inspection, LLC; however, their bid contained irregularities and they failed to submit all required purchasing forms.  The resulting lowest responsible bid was from United Resource LLC in the amount of $232,669.00.  Attached is a tabulation of the bids received for the project.

 

This project involves the cleaning and televising of 52,000 feet of critical sanitary sewer infrastructure.  The majority of this infrastructure is too large to be cleaned and televised by city staff during normal operation and maintenance activities.  This work is being performed in preparation for the associated Sanitary Sewer Improvements Preliminary Engineering Project through the Systems Planning Unit.  It will ensure there are no unforeseen issues within the sewer system that could generate unexpected results when performing flow metering and system modeling. 

 

Staff is recommending award of a contract to United Resource LLC in the amount of $232,669.00, with an additional 10% ($23,266.90) for contingencies.  It is requested that the total $255,935.90 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

Budget Impact

Funding for this project is available in the approved Sanitary Sewer Capital Budget.

 

United Resource LLC complies with the City’s Non-Discrimination and Living Wage ordinances.

Whereas, The Sanitary Sewer Cleaning and Televising Project will clean and televise 52,000 feet of critical sanitary sewer infrastructure;

 

Whereas, Six competitive bids (ITB-4409) were received by the Procurement unit on November 5, 2015 and United Resource LLC was the lowest responsible bidder with a submitted bid of $232,669.00;

 

Whereas, Funding is available in the approved Sanitary Sewer Capital Budget; and

 

Whereas, United Resource LLC complies with the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That Council approve the award of a contract to United Resource LLC in the amount of $232,669.00 for the Sanitary Sewer Cleaning and Televising Project;

 

RESOLVED, That a contingency in the amount of $23,266.90 be approved to cover potential change orders to the contract, subject to the approval of the City Administrator;

 

RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator;

 

RESOLVED, That the funding be available for the life of the project until expended without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution, including approval of contract change orders within the contingency amount.
