Resolution to Approve Amendment No. 1 to the Professional Services Agreement with Perimeter Engineering, LLC ($10,000.00) for Construction Inspection Services
Memorandum
The Project Management Services Unit (PMSU) provides inspection for construction of capital projects and private development projects within the City’s right-of-way. The construction inspector’s tasks include oversight of contractor activities, enforcement of construction standards (e.g., materials and methods), and measurement of pay item quantities. These tasks are critical to the success of any construction project.
Due to the fluctuation of construction activity throughout the year, the level of staffing within PMSU must often be supplemented to provide sufficient inspection for all of the projects that occur. This year, PMSU required additional inspectors to help cover both the city’s planned capital projects and private development construction.
The inspection services provided by Perimeter are paid for within approved project budgets and annual operating budgets as appropriate.
On May 5, 2014, City Council approved a contract for $100,000.00 to Perimeter Engineering, LLC (Perimeter) to provide the inspection services described above, through the City’s standard RFP process (RFP #890). The level of support required from Perimeter was estimated at that time, and an additional $10,000.00 is required to adequately complete the work assigned to them.
Perimeter complies with the requirements of the non-discrimination and Living Wage Ordinances.

Whereas, The City of Ann Arbor Project Management Services Unit (PMSU) provides construction inspection for capital and private development projects within the City’s right-of-way;
Whereas, The demand for the construction inspection services fluctuates with time and often creates periods of peak demand for services beyond the current City of Ann Arbor in-house support resources;
Whereas, On May 5, 2014 the City entered in a Professional Services Agreement with Perimeter Engineering, LLC in the amount of $100,000.00 for construction inspection services;
Whereas, Perimeter Engineering, LLC was selected to perform this work through the City’s standard RFP process (RFP #890);
Whereas, Amendment No. 1 to the Professional Services Agreement will include additional construction inspection services in the amount of $10,000.00 in order to adequately complete the work assigned to Perimeter;
Whereas, Perimeter Engineering, LLC complies with the requirements of the non-discrimination and Living Wage Ordinances; and
Whereas, The required funds for the construction inspection services are available in Project Management's operating budget, and approved capital budget as appropriate;
RESOLVED, That the City Council approves Amendment No. 1 to the Professional Services Agreement with Perimeter Engineering, LLC in the amount of $10,000.00 for General Construction Inspection Services;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreements after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
