Memorandum

Attached for your review and action is a resolution to approve a $68,734.00 contract with Saladino Construction Company, Inc. to provide barrier free access to the Bandemer Park rowing docks and appropriate funds.

 

Bandemer Park houses multiple rowing clubs and teams in Ann Arbor, including the Ann Arbor Rowing Club, Huron High School, and Pioneer High School.

 

Access to the docks is not currently barrier free. There is a gravel path connecting to a concrete access pad that does not meet the requirements of the Americans with Disabilities Act. Work will include providing van accessible parking, a barrier free concrete pathway, and new barrier free ramp to the docks. Staff has worked closely with the rowing club and team captains to ensure that the improvements meet their needs.

 

One of the guiding principles in the Parks and Recreation Open Space Plan (PROS) is to provide accessible recreation, enrichment and leisure opportunities for the Ann Arbor community. Two of the goals in the PROS plan include retrofitting existing facilities to accommodate people with varying abilities, and for facilities to be designed barrier free and accommodations made for people with disabilities.

 

The project also meets multiple Sustainability Goals, including:

 

                     Safe Community

                     Active Living and Learning

 

Three bids were received by the City for this project:

 

Saladino Construction Company, Inc.                      $68,734.00*

Brock and Associates Inc.                     $94,512.00

Oak Construction Company                     $131,640.00

 

*Lowest responsible bidder.

 

Staff is recommending awarding a contract to Saladino Construction Company, Inc. in the amount of $68,734.00 for barrier free improvements to the Bandemer Park rowing facility. A 10% construction contingency ($6,873.00) is requested to cover potential contract change orders to be approved by the City Administrator.  It is requested that a $75,607.00 contract and contingency amount be approved for the life of the project without regard to fiscal year. Funding is available in the Bandemer Park Fund fund balance for the purpose of improvements to Bandemer Park.

 

Saladino Construction Company complies with the City’s Non-discrimination and Living Wage ordinances.

 

The Park Advisory Commission recommended approval of this contract at their July 21, 2015 meeting.

Whereas, Competitive bids were received by Purchasing on July 9, 2015 and Saladino Construction Company, Inc. submitted the lowest responsive bid; and

 

Whereas, Saladino complies with the City’s Non-discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council authorize the appropriation of $75,607.00 from the unobligated fund balance in the Bandemer Park Fund to fund the contract budget and construction contingency;

 

RESOLVED, That City Council approve a contract with Saladino Construction Company, Inc. for $68,734.00 to provide barrier free access to the existing rowing docks;

 

RESOLVED, That City Council approve a construction contingency of $6,873.00 (10%) to cover potential contract change orders for a total contract amount of $75,607.00 for the life of the project without regard to fiscal year;

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
