Resolution to Appoint Two New Citizen Trustees and Restate the Terms of Appointment for the Trustees of the Employee Retirement System (7 Votes Required)

Whereas, Chapter 18 of the City Code establishes the regular term of Trustee appointment to be three years;
Whereas, On June 15, 2015, City Council approved an ordinance change reflecting a change in the composition of the Board of Trustee which removes two positions previously held from the City Administrator (ex officio) and a General Member employee (elected) with two citizen trustees;
Whereas, The City records for terms of the existing trustees were recorded as three years from the date of appointment instead of consistent, staggered expiration term of appointment;
Whereas, The trustee positions elected from their membership in the City have staggered terms expiring December 31st;
Whereas, Staff desires to clarify all the existing appointments with their terms;
Whereas, Julie Lynch is not a registered elector in the City of Ann Arbor;
Whereas, The City Charter requires that the appointment of a person who is not a registered elector in the City of Ann Arbor be approved by resolution concurred in by not less than 7 members of the Council; and
Whereas, The general administration, management and responsibility for the proper operation of the VEBA Trust has been vested with a Board of Trustees which shall be the same elected and appointed individuals that serve on the City of Ann Arbor Employees' Retirement System Board of Trustees;
RESOLVED, That the appointments for the two new citizen trustees for the Employee Retirement System be made for:
Julie Lynch, for an initial term beginning on August 6, 2015 and expiring December 31, 2016 (7 Votes Required)
Tony DiGiovanni, for a term beginning on August 6, 2015 and expiring December 31, 2017
