Resolution to Approve a Professional Services Agreement with Merit under the State of Michigan Mi-DEAL Contract No. 071B55000025 for Consulting Services Related to the Installation of a Fiber Optic Network (Not to Exceed $88,500.00)

Memorandum

Your approval is requested to award a Professional Services Agreement in the amount not to exceed $88,500.00 to Merit for consulting services related to the replacement, re-design, construction and on-going maintenance of the City of Ann Arbor community network infrastructure. 

 

Budget Impact - Funding for this contract was approved in the FY16 capital budget as part of the I-Net replacement project.  This contract does not obligate the City to a recurring expenditure.

 

The City of Ann Arbor will provide project management and oversight for the entire project and Merit will provide consulting for the preparation of the RFP for design/engineering and construction services, technical requirements, RFP review, design/engineering specifications, build/construction service, and oversight of the construction and testing. 

 

Staff recommends approval of the professional services agreement with Merit.

Body

Whereas, Council approved as part of the FY2016 capital budget an I-Net project;

 

Whereas, Staff has met with the other I-Net stakeholders to begin assessing the scope for the fiber optic build;

 

Whereas, Staff anticipates providing project management and oversight over the project but requires additional technical expertise as support for the project;

 

Whereas, MI-Deal is an extended purchasing program authorized under The Management and Budget Act (Act 431 of 1984)  which allows Michigan local units of government to use State competitively bid contracts to purchase goods and acquire services; 

 

Whereas, Merit was selected by the State of Michigan and awarded an Mi-Deal contract because they have over 3800 miles of fiber-optic network infrastructure in Michigan and possess over 40 years of experience building and maintaining fiber-optic networks; and

 

Whereas, Merit complies with the requirements of the City’s Non-discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve the award of a Professional Services Agreement to Merit in the amount not to exceed $85,500.00 for consulting services related to the installation of fiber optic cable and related infrastructure;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement following approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized and directed to take the necessary administrative actions to implement this resolution.
