Attached for your review and action is a resolution to approve an agreement with Fair Food Network (FFN) to administer the Double Up Food Bucks (DUFB) program at the Ann Arbor Farmer's Market and to accept and appropriate up to $50,000.00 in funding into the Major Grants Fund.
DUFB is a statewide program providing incentives to encourage healthier food choices for food stamp recipients, directly benefiting low-income families and local farmers in Michigan and working to impact future food and nutrition policy. The DUFB program provides a match of up to $20/person/day for those customers using SNAP (Bridge Cards/EBT/Food Stamps) to purchase Michigan grown fruits and vegetables at farmer's markets across Michigan.

Since 2010, the City of Ann Arbor has received grant funding from FFN to administer the DUFB program at the Ann Arbor Farmer's Market. Interest and participation in the program has grown steadily. In 2010 the Market performed $4,878.00 in DUFB transactions. By 2014 the amount had grown to $30,300.00. Beginning in 2015, DUFB will be offered year round for the first time. Because of this continued growth and difficulty in predicting future usage, the resolution allows the acceptance and appropriation of additional DUFB funds upon receipt.

Whereas, Double Up Food Bucks is a statewide program providing incentives to encourage healthier food choices for food stamp recipients, directly benefiting low-income families and local farmers in Michigan;
Whereas, The City of Ann Arbor has received grant funding from the Fair Food Network since 2010 to administer the Double Up Food Bucks program at the Ann Arbor Farmers Market;
Whereas, The Double Up Food Buck program has experienced significant growth every year; and
Whereas, the Fair Food Network is now a recipient of Federal Grant Funding,
RESOLVED, That City Council approve a grant agreement with Fair Food Network (FFN) to administer the Double Up Food Bucks (DUFB) program at the Ann Arbor Farmer's Market;
RESOLVED, That City Council accept and appropriate funding for up to $50,000.00 from the Fair Food Network establishing a grant revenue and expenditure budget in the Major Grants fund for the DUFB program without regard to fiscal year;
RESOLVED, That City Council approve accepting additional DUFB funding and appropriate this funding upon receipt into the major grants funds without regard to fiscal year; and
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney.
