Resolution Establishing the City of Ann Arbor-Ann Arbor Housing Commission Joint Policy and Financial Advisory Committee and Appointing Members
Body
Whereas, The Ann Arbor Housing Commission (AAHC) provides housing and related supportive services for low-income residents;
 
Whereas, There has been a consistent decline in funding for public housing from the United States Department of Housing and Urban Development (HUD);
 
Whereas, The AAHC has pursued alternative routes, significantly, the Rental Assistance Demonstration Program, to allow it to continue to meet the housing needs of low income residents;
 
Whereas, The proposed FY2016 budget includes allocations of $180,000.00 from the General Fund and $100,000.00 from the Affordable Housing Trust Fund; and
 
Whereas, It is in the interest of the City Council, staff, and the AAHC to create a partnership agreement that identifies the relevant public policy issues involved, and clarifies, within this context, recommendations for the future operational and budgetary relationship between the two entities prior to any long-term commitment of significant recurring costs to the City;
 
RESOLVED, That City Council establish the City of Ann Arbor-Ann Arbor Housing Commission Joint Policy and Finance Advisory Committee ("Committee");
 
RESOLVED, That the Committee shall consist of 9 members appointed by the City Council including: the Chair and Vice-Chair of the AAHC Board; the AAHC Executive Director; the Chair of the Housing and Human Services Advisory Board; the Director of the Washtenaw County Office of Community and Economic Development; the City Administrator; the Chief Financial Officer; the Mayor; and the City Council Liaison to the AAHC Board;
 
RESOLVED, That by no later than January 4, 2016, the Committee shall recommend to the City Council and AAHC a partnership agreement clarifying the operational and financial responsibilities of the AAHC and City to one another for FY2017 and beyond. The agreement shall include, but shall not be limited to, recommendations regarding the following topics:
 
a.      The City's affordable housing goals, strategies and policies.
b.      Use of General Fund dollars to fund recurring expenditures of the AAHC.
c.      Allocation of the Affordable Housing Trust Fund dollars to the AAHC.
d.      The role of the AAHC in contributing to the goals of the Affordable Housing Needs Assessment and the City's Sustainability Framework.
e.      The responsibility of the City to replace declining federal funds;
 
RESOLVED, That City Council appoint the following individuals to the Committee:

Jennifer Hall, Executive Director, Ann Arbor Housing Commission
Anna Erickson, Chair, Housing and Human Services Advisory Board
Mary Jo Callan, Director, Washtenaw County Office of Community and Economic Development
Steve Powers, City Administrator, City of Ann Arbor
Tom Crawford, Chief Financial Officer, City of Ann Arbor
Christopher Taylor, Mayor, City of Ann Arbor
Julie Grand, Liaison to the Ann Arbor Housing Commission Board, Ann Arbor City Council
