Attached for your review and approval is a resolution to award a contract to Evergreen Civil, LLC in the amount of $327,231.00 for the McKinley-White-Arch Storm Culvert Abandonment Project.

Budget/Fiscal Impact
This project is included in the Capital Improvement Plan (CIP) for an amount of $500,000.00, funded from the Stormwater Fund. As this work is part of a planned capital project, the project will have no unplanned operational impacts, and will reduce long term maintenance costs.

The City's current Capital Improvements Plan includes project UT-ST-10-18, for the abandonment of the existing unused storm sewer culvert at several locations on McKinley, White, and Arch Streets between State and Packard. At these locations, the top of the existing culvert also serves as a sidewalk. The storm culverts, constructed a century ago, became functionally obsolete when storm sewers were later constructed under those streets. Additionally, deteriorated sidewalk sections over the culverts are in need of repair, which is challenging and expensive without first abandoning the culverts.

This project will remove the old sidewalks, fill in the culverts, and pave new sidewalks over the abandoned culvert. Also included in this project is the replacement of some storm sewer pipe, driveway approaches, curb and gutter, and other related work.

Four (4) bid proposals were received in response to the invitation to bid (ITB-4353), and publicly opened on Monday, April 6, 2015. The low bid was submitted by Evergreen Civil, LLC in the amount of $327,231.00, which is approximately 3% less than the Engineer's Estimate.

The construction of the project is scheduled to begin in June and be completed in August 2015, prior to student move-in for the University of Michigan campus.
